- Description
- FA8620-08-C-3004 Airborne Signals Intelligence Payload (ASIP) 1C. This is an award announcement synopsis. The 659th AESS/SYCC has awarded a contract on a sole source basis to Northrop Grumman Intelligence Systems/Electromagnetic Systems Laboratory (NGIS/ESL) for the rapid development, integration and testing of a fieldable, scaled, communication intelligence system based on the ASIP architecture for the MQ-1 Unmanned Aerial System (UAS). NGIS/ESL is the sole designer, developer and manufacturer of the ASIP family of sensors and is the only firm that possesses the necessary knowledge, experience and technical data required to build these sensors in a timely and cost effective manner. The original letter contract was awarded in Dec 07 as an undefinitized contract action and was modified in Feb 09 by P00006. Numbered Note 22 applies. The reasons justifying the lack of competition are: (1)The cost and time involved in obtaining an copy of the ASIP architecture; (2) Cost and time involved in obtaining a Non-ASIP sensor; (3) the integration & accreditation costs of a non-ASIP sensor into the existing AF-DCGS; (4) the costs involved in setting up two AF Depots for maintenance for the ASIP sensors and the non-ASIP sensors; (5) the costs involved in setting up Technical Manuals for the ASIP sensors and the non-ASIP sensors: (6) the costs and time involved in updating the Global Hawk with different sensors and (7) break-even analysis has indicated that recovery of duplicate costs is unlikely.
