- The Fleet & Industrial Supply Center San Diego, (FISC SD) California hereby gives notice of intent to award a commercial, FAR Part 12, name brand/sole source contract to Hydroid, Inc., under the authority of the test program for certain commercial items, as implemented by FAR 13.501(a)(1)(ii). The Naval Postgraduate School's (NPS) Mechanical and Astronautical Engineering Department's Center for Autonomous Vehicle Research in Monterey, California requires various separate Hydroid Remote Environmental Monitoring Units (REMUS) 8-inch diameter Autonomous Underwater Vehicles (AUV) items, to include Hydroid Hovering Modules (2 ea); Hydroid Kearfott T-16 Integrated Navigation System (INS) that requires an integrated Doppler Velocity Log (DVL) and Global Positioning System (GPS) combined solution (2 ea); incidental installation and integration services and specialized transit cases (2 ea) for the foregoing Hydroid items, to upgrade two (2) of the existing Government-owned Hy! droid REMUS 8- inch diameter AUVs. Hydroid, Inc. holds the exclusive license for the manufacture and further development of the REMUS AUV technology. As such, they are the sole source for the manufacture and sale of the separate items, incidental installation and integration services of those items and transit cases. The upgrades must be compatible with the existing Government-owned Hydroid REMUS 8-inch diameter AUVs. The integration and installation of the Hover Module and INS will further require an update of the Hydroid REMUS 8-inch diameter AUV source code that is critical for taking overriding control of the AUV. The INS also requires an integrated solution with GPS and Doppler Velocity Log that only Hydroid can provide. Interested parties may identify their interest and capability to meet the Government's requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document is available. Interested parties shall submit information that indicates their ability to satisfy this requirement, N00244-09-T-0610. Responses are due by 1:00 P.M., Wednesday, 26 August 2009, via email.
