Description
The Bureau of Reclamation has a requirement for the repair and rehabilitation of the Station 0+00 at the Main Outlet Drain Structure near Gila Main Gravity Canal Gila River Siphon, Yuma County, Arizona. This project will be partially or wholly funded from the American Recovery and Reinvestment Act of 2009 (ARRA). Please be advised that the Awardee will be subject to Section 1512(c) of ARRA, which requires that each contractor report on its ARRA funds under the awarded contract. These reports will be made available to the public. Project Description: The project consists of demolishing existing structures and replacing with approximately 130 linear feet of 6 ft X 6 ft double barrel box culvert, transition sections, spillway parshall flume, headgates diversion and wasteway structures. The principal components of work to be performed under these specifications include: a. Diversion of water around the construction site by pumping or lined (impermeable) channel. b. Demolish existing box culverts, radial gated wasteway structure, flume and transitions. c. Install new double barrel box culverts with stainless steel headgates, a wasteway diversion structure, flume and associated transition sections. d. Install retaining walls to provide access to gates during flooding e. Install and maintain levee access road barriers when levee road is inaccessible. f. Return grades to pre-construction elevations unless indicated otherwise. The Main Outlet Drain (MOD) will be in operation during the construction, water diversion around the construction site is the responsibility of the contractor. This project involves bypassing of the MOD flowing approximately 150 CFS around the construction. The water table is near the invert of the canal and dewatering will be required as the spillway is considerably below the water table. The North American Industry Classification System (NAICS) Code assigned to this project is 237110 Water and Sewer Line and Related Structures Construction with a corresponding small business size standard of $33.5M. The project period of performance is anticipated to begin December 17, 2009 with an anticipated completion date of September 3, 2010. The magnitude of this construction project is estimated to be between $1,000,000.00 and $5,000,000.00. This opportunity is unrestricted and will be available to all business sizes (large and small). There will be no public bid opening as competitive proposals will be evaluated and award made utilizing the Best Value tradeoff process under FAR Part 15 and in accordance with the evaluation criteria included in the RFP. The resulting contract will be a firm fixed price type. The solicitation and any amendments to the solicitation will be available through Federal Business Opportunities (FBO) (www.fedbizopps.gov) website. The extent of the work will be described in the solicitation when it is posted on or about August 28, 2009. A site visit/pre-proposal conference will be held on or about September 3, 2009. Responses will be due on or about September 28, 2009. All dates in this announcement are estimated and are subject to change. No other information will be available before the solicitation is posted.
