Description
NASA intends to award a sole-source contract extension to Honeywell TechnologySolutions, Inc. (HTSI) pursuant to 10 U.S.C 2304(c)(1), Only One Responsible Source insupport of NASAs Goddard Space Flight Center Flight Projects Directorate. This procurement is to extend the period of performance/effective ordering period ofcontract NNG09DA00C for a period of 6 months from October 9, 2009 through April 8, 2010. Also, there will be an increase in the Core and IDIQ estimated values in order to allowfor the continuation of services, the modification of existing services, and for new workuntil the Space Communications Networks Services(SCNS) competitive follow-on contract isawarded. The contract extension and increase in Core and IDIQ values is necessary inorder to ensure program continuity and critical mission support and to avoid significanttechnical and programmatic impacts to NASA programs. The scope of the existing work encompasses the following functional requirements: Project and Network Management, Planning, Management Reporting/Reviews, FinancialManagement, maintain and meet Performance Metrics, Property and Logistics Management,Configuration Management and Control, Security Management, Safety and Health Management,Quality Assurance, Environmental Management, Space Network Operations, TDRS FlightOperations, TDRS Console Support, Scheduling/Control/Status, NCCDS Operations, Schedulingof Non-customer Activities, Service Accounting, Engineering Configuration Management,Documentation Maintenance, Facilities Operations, and Maintenance, Custodial Services,Facilities Configuration Management and Documentation, SN Security, SN Logistics, WSCAdministrative Computing, Networking, and Telecommunications, System Engineering andDevelopment, Engineering Studies, Mission Networks Loading, Modeling and Analysis,Requirements Development, Testing Simulations, and Integration, Hardware and SoftwareDevelopment, Facilities Engineering, Sustaining Engineering, Software Maintenance,Hardware Maintenance, Logistics, Ground Network Space Communications Services, SatelliteLaser Ranging Network Operations, NASA Integrated Services Network Interface support,Mission Unique Equipment support, Facilities Operations and Maintenance, and AlternateWide Area Network Services. HTSI as the current incumbent, has the in-depth knowledge of Government facilities,networks and systems, management structure and personnel to provide uninterruptedcontinuation of mission critical support. An interruption and restart of the servicescurrently being performed with a new contractor that is unfamiliar with the existingnetworks, facilities, and the specific requirements of the NENS contract, would greatlyjeopardize the success of space exploration goals and valuable on-orbit assets as managedby various NASA directorates. Due to the time and substantial duplication of costsinvolved in procuring and phasing in another contractor, HTSI is considered the onlycontractor that can meet NASAs GSFC needs given the short period of performance for theextension.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:00p.m. local timeSeptember 3, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the Government. Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
