Description
This is to announce an Industry-wide Sources Sought/Request for Interest, Multiple Award Task Order Contract (MATOC) for AE Services for the Healthcare Facilities for the United States Air Force Medical Service (AFMS), the U.S. Army Medical Command (MEDCOM), and other customers of the US Army Corps of Engineers that may have healthcare facility needs. Resultant contract(s) will be Indefinite Delivery type service contract(s) for Facility Development Plans Preparation, Capital Investment Decision Model Development, Design Support, Professional/Technical Support, and Field Support A-E Services for support of the Air Force Medical Service Health Facilities Division and other federal health care providers (i.e., Veterans Administration, etc.), for locations world-wide. The U.S. Army Corps of Engineers, Fort Worth District, anticipates award of multiple Indefinite Quantity Architect-Engineer contracts with a total capacity of approximately $200 Million in support of the AFMS Program with a base period of one year and four option years. It is expected 100% of task orders awarded will be Firm Fixed Price. The Air Force Medical Service Health Facilities Division is responsible for the programming, planning, design, construction, and initial outfitting of medical treatment facilities world-wide. It is chartered with modernizing hospitals, clinics, medical office buildings, warehouses, vet clinics, and wellness centers. To meet the demands of the multi-billion dollar construction program, the AFMS/HFD requires experienced healthcare qualified Architect-Engineers to rapidly respond to multiple requirements, meet constrained project schedules, and provide a variety of planning, programming, design, and construction support services. This effort enables the Air Force to standardize execution, minimize acquisition lead-times and costs, work multiple projects concurrently, and complete projects on schedule. The work to be performed covers A-E services for the following: A. Facility Development Plans: The A-E shall provide planning, design, support, and contract development services in support of the AFMS Design-Build Program. The scope of these services includes the development of a Facility Development Plan. Deliverables may include campus master planning, departmental master planning, engineering assessments, health care requirements analysis, as-built verification, economic analysis, cost estimates, equipment lists, environmental impact assessments, and interior design packages. B. Capital Investment Decision Model: In support of the AFMS Military Construction (MILCON) Program, a Capital Investment Package (CIP) must be submitted to support each MILCON project. A project CIP will include a Program for Design, parametric cost estimate, economic analysis, and a Medical Facility Infrastructure Analysis. C. Design Support: The A-E shall develop full design packages in support of AFMS Design-Bid-Build projects. D. Professional/Technical Support: The A-E shall represent the technical interest of the government by providing professional technical support services to include but not limited to design reviews, requests for information, phasing plan development/review, shop drawings and submittals reviews, change order/modification development, site visits/field investigations, testing and certification/commissioning oversight, and as-builts/record drawings reviews. The technical support provider must be a registered engineer or architect, and may be required to make periodic visits to the project site. E. Field Support: The A-E shall provide a Field Representative to represent the interest of the AFMS and the government. The primary objective is to provide design/construction support services to include but not be limited to design reviews, requests for information, phasing plan development/review, shop drawings and submittals reviews, contract compliance oversight, field investigations, testing and certification/commissioning oversight, and as-builts/record drawings reviews. The Field Representative is required to be full-time on-site, but is not required to be a registered engineer or architect. Minimum requirements of sources: Potential sources for performance of these services shall be fully qualified in providing A-E services related to the design of and the support services for medical facilities. The A-E will possess sufficient equipment, personnel, organizational, financial, and technical capability to ensure satisfactory completion of the contract. The A-E shall demonstrate the ability to obtain secret security clearances as well as store and process classified material in accordance with Executive Order #12958. The A-E will have established a satisfactory record of completion of similar contracts. Provide all information requested in order to allow the USACE to properly ascertain the level of interest and capability of various AE firms, their size and type of business. Responses are due by not later than September 21, 2009.
