- RECOVERY WASO (No PMIS number) TAS 14-1041 - SUBJECT TO THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA) THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THIS OPPORTUNITY IS ONLY BEING OFFERED TO THE GENERAL SERVICES ADMINISTRATION (GSA) FEDERAL SUPPLY SCHEDULE (FSS) VENDORS UNDER SPECIAL ITEM NUMBER (SIN) 899-1, ENVIRONMENTAL PLANNING SERVICES & DOCUMENTATION (CURRENTLY 493 CONTRACTORS), IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION (FAR) 8.405-2. THEREFORE, THE NATIONAL PARK SERVICE IS REQUESTING PROPOSALS ONLY FROM THOSE 493 FIRMS CURRENTLY REGISTERED UNDER GSA FSS SIN 899-1. The National Park Service (NPS) Denver Service Center Contracting Services Division in Lakewood, Colorado has a requirement at the NPS Environmental Quality Division (EQD) in Lakewood, Colorado (Jefferson County) for 2 competent, full-time Environmental Technicians to provide required External Environmental Review Assistance services and National Environmental Policy Act (NEPA) Reporting Services related to the American Recovery and Reinvestment Act of 2009 (ARRA). This work requires professional, non-personal technical services. Duties will be similar to a Government Environmental Technician performing duties such as: EXTERNAL REVIEW SERVICESThe contractor shall:* Receive and distribute environmental documents circulated by the Department of the Interior's (DOI) Office of Environmental Policy and Compliance and communicate requirements (preparing instruction sheets and other methods) to ensure competent and timely reviews. * Review and edit Section 4(f) [of the Department of Transportation Act, 49 U.S.C. 303] evaluations and related reviews and correspondence to ensure editorial and format compliance with NPS and DOI requirements, including compliance with the Section 4(f) Handbook. * Communicate with program offices to keep apprised of jurisdiction and expertise. The contractor shall determine correct program offices to review the various types of documents. * Track and prepare and distribute summaries and tables documenting the status of reviews to help ensure timely completion. * Enter data in ER2000 Database/Web site to maintain official records on environmental reviews and compile statistics on the types and numbers of reviews completed. NEPA REPORTING SERVICESThe contractor shall:* Perform quality assurance and quality control of ARRA data entered into the Planning Environment and Public Comment database (PEPC) by the field (parks and regions) to ensure accuracy and completeness of records. * Translate information collected in PEPC into the Council on Environmental Quality's (CEQ) specified report format. * Address missing NEPA compliance information with regional ARRA contacts and NPS Washington Office (WASO) budget personnel. * Coordinate with WASO budget personnel on the number of ARRA projects withdrawn and moved from over-target to in-target, and on the obligation of ARRA funds to ensure consistency between various ARRA reports. * Provide support to parks and regions with regard to questions about entering compliance data into PEPC properly, with large volume of calls expected around each reporting period. * Answer questions from DOI and CEQ with regard to the information submitted in the NPS report. * Participate in Department of the Interior (DOI) conference calls to discuss status of NEPA reports. The estimated period of performance is from October 1, 2009, through September 30, 2010. NOTE: As outlined in FAR 7.503-Policy all inherently Government functions shall be conducted by Environmental Quality Division (EQD) Staff (Federal Employees) only. A competitive solicitation (RFQ) will be issued via GSA eBuy to the current pool of 493 GSA Schedule Vendors under SIN 899-1, Environmental Planning Services & Documentation within approximately 5 business days. Our intent is to award at least one task order from an existing GSA Schedule under SIN 899-1, Environmental Planning Services & Documentation. The start date will be effective upon award and verification of background checks and associated administrative matters.
