- This is A NOTICE OF INTENT to award on a SOLE SOURCE BASIS announcement, a market survey for INFORMATION ONLY. This IS NOT a request for a proposal or quote. Please DO NOT request a copy of a solicitation, as one does not currently exist. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTS. The purpose of this announcement is to access the markets capability and to gain knowledge of potential vendors. The Army Contracting Command National Capital Region Contracting Center Information Technology, E-Commerce, and Commercial Contracting Center-West (ITEC4-W) Contracting Office intends to solicit on a sole source basis under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The Department of the Army has a requirement to procure Underground Cable Layers exactly comparable to Ditch Witch R115H-T3 hydrostatic Unit with the specifications described below in the system characteristics which can be used with a variety of front and rear attachments. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals upon official posting of the solicitation at a future date. Description: System Characteristics The cable layers must be capable of operating on unimproved roads and off-road, rough-terrain. They must be capable of carrying an 84in cable reel weighing approximately 2,500 lbs, dig a 70 inch deep by 12 inch wide trench, and contain a plow to back fill the trench. Cable layer must be able to bury a wide variety of telecommunications wire of different sizes. Electrical system must operate on 24VDC. Below is a specific list of Characteristics the cable layers must meet for the units mission. 1. Dimensions: a. Angle of approach 25 inches. b. Height to highest point 111 inches c.
