- Description
- The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG) plans to procure on a sole source basis the Vitamin D and Risks of Prostate and Colorectal Cancers: Serum Vitamin D Study from Heartland Assays, Inc.; 2325 N. Loop Dr., Suite 6300; Ames, IA 50010. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1 (b)(1). The North American Industry Classification System code is 621511 and the business size standard is $13.5 million. The period of performance is three (3) months from date of award. Currently, NCI is evaluating protein expressions in vitamin D related genes in relation to prostate and colorectal cancer risk and its potential interrelationship with serum vitamin D status. The proposed contractor will carry out the laboratory analysis to measure serum 1,25(OH)2D in cases and controls from the prostate and colorectal cancer study in the PLCO study sample. Recent studies including those carried out by NCI have measured serum vitamin D concentrations (as 25(OH)D) and tissue vitamin D related gene expressions. It is important to know circulating 1,25(OH)2D vitamin D levels in relation to prostate and colorectal cancer risks in this large prospective study. Heartland Assays, Inc. has played a major role in investigating the association between vitamin D metabolites and prostate cancer risk, including NCI’s previous prostate cancer study in PLCO (25(OH)D assay: Ahn et al JNCI, 2008). Moreover, this laboratory conducted assay of serum 25(OH)D for other recent NCI projects (colorectal adenoma; breast cancer; and the NCI-Vitamin D Pooling Project of Rarer Cancer Consortium. On the basis of this experience and excellent quality control procedures within other similar studies, the proposed laboratory is uniquely situated to conduct this procurement, since collaboration with this laboratory will maximize the scientific comparability of the findings from the planned prostate cancer and colorectal studies to those of other key studies. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office on or before 11:00 AM EST on September 3, 2009. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
