Description
The National Cancer Institute (NCI), Division of Cancer Epidemiology (DCEG), Occupational and Environmental Epidemiology Branch (OEEB) plans to enter into a sole source procurement for data and biological samples from a randomized intervention study at the Fundacao de Apoio a Technologia e Ciencia (FATEC); Rua Q, Predio 66 – Faixa de Camobi; Santa Maria, RS 97105-900, Brazil. The supplies herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13. The North American Industry Classification System Code is 541711 and the business size standard is 500 employees. The period of performance shall be twelve (12) months from date of award. Studies by investigators in DCEG and elsewhere have found increased risk of gastric cancer associated with shortened telomere length and global hypomethylation in leukocyte DNA. Furthermore, H. pylori-infected healthy controls had shorter telomere length than uninfected controls. Limited studies have shown that certain cancer suppressor genes in non-cancerous gastric tissues of H. pylori-infected individuals were hypermethylated in the promoter region, which was reversed with H. pylori eradication. Similarly, H. pylori infection has been associated with increased levels of oxidative stress that can be reversed with antioxidant treatment. These findings suggest that epigenetic alterations and increased oxidative stress are mechanisms by which H. pylori may increase gastric cancer risk, but data supporting these leads are sparse. NCI is interested in obtaining data and biological samples that can be used to evaluate epigenetic and physiologic changes associated with H. pylori eradication. A recently completed randomized intervention study at the Universidada Federal de Santa Maria (UFSM) in Brazil, a country with high H. pylori prevalence and gastric cancer incidence, meets the criteria. The study collected questionnaire data on gastric cancer risk factors and biological samples, including blood and urine, from H. pylori carriers who were either treated or untreated for H. pylori and followed for a year after intervention. The purpose of this procurement is to evaluate the association between H. pylori eradication and levels of oxidative stress and changes in DNA methylation and telomere length in leukocyte DNA, and whether the changes can be maintained over time. The secondary objective is to explore whether the epigenetic changes and oxidative stress may be modified by other gastric cancer risk factors, such as plasma vitamin C level and urine PAH level. To address this purpose, NCI would like to purchase anonymous data and biological samples from a completed study that meets the criteria. To adequately address NCI’s objectives, a study must have a certain design features and biological sample collection as described above. The Universidada Federal de Santa Maria (UFSM) conducted a study that uniquely meets the NCI criteria. The UFSM therefore is the only source for NCI to obtain the required data and biological samples. This is not a solicitation for competitive quotations. However, if any interested party believes it can perform the requirement as detailed they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient details to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the contracting office on or before 11:00 am ET, on September 3, 2009. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
