- Description: Project Scope: Construct multiple facilities in support of Special Operations Forces (SOF) missions in Afghanistan. Primary facilities include: Rigger shed with office space, K-Loader accessible mezzanine, and two-story roll-up garage door; Air Mobility Division (AMD) Storage with office space; a vehicle maintenance facility to include both an addition and renovation of the existing structure; a maintenance facility divided into three areas for three distinct aircraft maintenance functions; and a C-130J model capable tension fabric hangar. Supporting facilities will include interior electrical distribution, transformers, water and sewage distribution system, mechanical systems and building information transfer systems. Other supporting facility features include walkways and drainage. The magnitude of this construction project is estimated to be between $10,000,000.00 and $25,000,000.00, USD. A Bank Letter of Guaranty will be required. The expected contract period of performance is four hundred and fifty (450) calendar days from the Notice to Proceed date. Request for Proposal (RFP) PLANS AND SPECIFICATIONS: This is an electronic issued solicitation. The Government will post the RFP to a file transfer protocol (ftp) site which will be password protected. Proposals will be received in hard/paper copies only. Electronic and fax proposals will not be accepted. The solicitation will not be provided to subcontractors, suppliers, or vendors. Contracting Procedures: The solicitation will be a request for proposal (RFP). Source selection will be made using the best value trade-off process. Both non-pricing (technical) and price proposals are required. The evaluation factors with their significance and weight will be provided in the RFP. The Government may include options in the solicitation. The contract will be awarded on a firm-fixed price basis. Acquisition Time Line: Tentative date for issuance of Request for Proposal (RFP) number W912ER-09-R-0102 is 4 September 2009. Tentative date for receipt of proposals is 5 October 2009.
