- The synopsis for A/E solicitation W912LC-09-R-0007 that was originally published in FBO on 31 July 2009 is hereby supplemented with additional information concerning the Air Force Academy Readiness Center Project. The services to be rendered by the Architect-Engineer (A-E) under the proposed contract include preparation of a complete design for a new Readiness Center and all ancillary facilities located on federal land under control of the United States Air Force Academy. The full development of the approximate 25 plus acre Readiness Center site will include an approximate 88,663 square foot primary facility that will contain an assembly hall, classroom, library, learning center, simulation center, kitchen, family support center, recruiting office, storage, ammunition vault, physical fitness area, controlled waste, break room, and restrooms. The facility is intended to support an Infantry Headquarters Company and one Infantry Company (Alpha). Supporting facilities will include unheated storage, a maintenance training bay, turn-in sheds, military vehicle parking, access roads, POV parking, loading ramp, a vehicle wash rack and flammable materials storage. Anti-terrorism and force protection measures will be incorporated into the design including but not limited to stand-off distances, bollards, perimeter security fencing, and gates. Included in the analysis of current conditions, the selected A-E will coordinate with the Air Force Academy, local authorities and surrounding landowners to determine the preferred access route and the allowable construction envelope based on required property line offsets, easements, etc. In order to support the intended Air Force Academy goal of becoming “Net-Zero Energy Installation” by 2015, a test boring to facilitate a complete geothermal analysis is required. DD forms 1390/91 dated September 2008 now list the North Colorado Springs Readiness Center total project cost estimated currently at $21 million. It is intended that this project will be a self-certified LEED Silver project as a minimum, with the goal of LEED Gold. Design services will include: Conceptual, Preliminary Design; Intermediate Design Review, Final Design and other related services. The Architect-Engineer’s SF 330 must be submitted to the Contracting Officer not later than 10 AM (MT) 31 August 2009. The selection process for this project will be aggressive. Shortlisted firms must be prepared for oral presentations and to respond to selection board questions on 2 September 2009. Oral presentations will be limited to approximately 20 minutes and presentations should address each of the selection criteria publish in FBO. The selected design firm will be notified prior to 5 PM (MT) 2 September 2009. The selected design team will be required to attend the Air Force Academy Readiness Center Design Criteria Conference on 3 September 2009.
