- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format of FAR Subpart 12.6, in conjunction with FAR Part 13.5 as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued. This procurement is being issued as a request for quotation. Submit offers on RFQ9096. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-35 dated July 14, 2009. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small set-aside business. The associated North American Industry Classification System (NAICS) Code is 334516, which has a size standard of 500. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure one luminescence counter designed for microplate applications, including cell-based assays, toxicology screens based on the following specifications: Luminescence Counter System with temperature control, dispenser, bar code reader, and stackers to be supplied at anytime. Be able to run any microplate based luminescence application: cell based assays (including BRETs) Immunoassays, Toxicology, Drug screening, Food monitoring, Kinetics, and Gene expressions. Features to include workstation software that is fully compatible with Windows 2000 and XP, a shaker with adjustable pattern, speed and radius, area scanning, temperature control, adjustable measurement hight, dual label measurements, software with pre-written application based protocols, laptop controls, stacker and roboting loading (FAC INST), and a 1-channel dispenser. A Intel Pentium 4, 2GHz, 256MB Double data Rate Non-ECC SDRAM, 40GB EIDE Hard Drive, Integrated Intel Gigabit NIC, 10/100/1000, with Alert Standard Format (ASF), midnight gray small mini tower (SMT), next business day parts and labor, on-site response for three years, 48 Max CD Rewriteable Drive, floppy drive 3.5" 1.44MB diskette drive standard, Microsoft Windows XP, Microsoft PS2 IntelliMouse, PS2 Keyboard, Integrated Sound Blaster compatible AC 97 sound, and a 17-inch LCD MM (for ADC only). Award will be based on: 1) the capability of the item offered to meet the above stated salient characteristics; 2) warranty; and 3) price. Warranty information to include period and coverage, shall be stated. Inside delivery shall be 30 days after receipt of order (ARO). Delivery will be made to Bethesda, MD, 20892. The FOB point shall be Destination. This will be a firm-fixed price contract. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.203-15 Whistleblower Protections Under the American Recovery and Reinvestment Act of 2009; FAR 52.204-11 American Recovery and Reinvestment Act-Reporting Requirements; FAR 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212-2 Evaluation-Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; Far 52.212-4 Contract Terms and Conditions Commercial Items; Far 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.406-7 Central Contractor Registration (2003).
