- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format of FAR Subpart 12.6, in conjunction with FAR Part 13.5 as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued. This procurement is being issued as a request for quotation. Submit offers on RFQ9094. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-35 dated July 14, 2009. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small set-aside business. The associated North American Industry Classification System (NAICS) Code is 334516, which has a size standard of 500. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure one automation-friendly benchtop laser scanning cytometer that is ideally suited for a hight throughput screening of cell-based assays, rapidly scanning a laser across the bottom of a microplate, and capable of reporting the cell count number with-in 2 to 3 minutes with the following specifications: The benchtop laser scanning cytometer must increase the speed of counting cell numbers (96 well plate can be scanned and analyzed in under 3 minutes), reduce the assay variation among different users or the same user but different trials, add potential to do 1536-well plates, wide view of field captures image of entire well, ability to analyze images with up to 4 colors using one laser excitation wavelength and 4 emission filters, ability to scan cell cultures, regardless of plate format, in ‘label free' (i.e., scatter) mode, flexibility to perform polarization assays in two colors (FRET by Anistorpy), resolution of images down to 2 microns in size enables sub cellular analysis, data both numerical and image, can be stored in a number of different formats (.csv,.txt,.fcs), data can be stored as.fcs file and analyzed using flow cytometry software (already available in the lab), data can be exported into MetaMorph imaging software for a analysis if desired, images can be stored and reanalyzed at a future date if desired, allowing for thorough documentation and verification of experiments, can be expanded in the future with the addition of a plate handling robot, ability to perform homogeneous (no wash) assays which reduces technician time and reagent waste, and large depth of field provides to image thick samples such as tissues or organisms. Award will be based on: 1) the capability of the item offered to meet the above stated salient characteristics; 2) warranty; and 3) price. Warranty information to include period and coverage, shall be stated. Inside delivery shall be 30 days after receipt of order (ARO). Delivery will be made to Bethesda, MD, 20892. The FOB point shall be Destination. This will be a firm-fixed price contract.
