W912BU-09-T-0063 CHERNESKI SOLICITATION PKG CHERNESKI SET 2 CHERNESKEI SET1 DAYMAST DRWNGS DESCRIPTION: The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed price Job Order under a Master Agreement for Repairs and Alterations of Vessels, for the Overhaul of the Survey boat CHERNESKI has the following principal dimensions: Overall Length: 47 feet-8 inches, Overall Beam: 15 feet-0 inches, Molded Depth (midship): 7 feet-3 inches, Displacement (loaded): 21 long tons, Draft: 3 feet-0 inches. The Government will deliver the vessel in open water near the contractor's facilities. A portion of the work to be performed consists of the following: dry-docking, providing utilities and services, hull painting, window tinting/screens, day shapes, transducer well, generator engine inspections, and miscellaneous work. Upon completion of the work, the contractor will perform tests, trials and other operational performance demonstrations as required in accordance with the specifications prior to delivery back to the Government. Prospective contractors must have, or be capable of, entering into a Master Ship Agreement and have the required dry-docking capabilities for the vessel. The area of consideration will be within its operating range between Atlantic City, NJ and Baltimore, MD. Due to operational commitments proposals from any contractors whose facilities are located outside of this operating range will not be considered. Solicitation No. W912BU-09-T-0063 will be issued on or about 14 August 2009, with a closing date of 28 August 2009 at 1:15:00 p.m. The vessel will be available for site visits, however contractors are required to contact Mr. Emiliano Cruz (215) 656-6745 at no later than 18 August 2009 @ 4:00 PM to coordinate the site visit. The total performance period for this procurement will be twenty-six (26) calendar days after Notice To Proceed (NTP). Performance and payment bonds will NOT be required. Liquidated damages may be a part of any job order awarded and applied for failure to complete the work within the designated performance period. Prospective contractors are also required to furnish a copy or send information on their travellift/drydock/graving dock capability and certification prior to the bid closing date. The submittal and approval of a current dock certification will be a factor in any award made. The acquisition will be solicited using the procurement process prescribed in Part 12, Commercial Items, of the Federal Acquisition Regulations. Solicitation documents, plans and specifications will only be available via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov/. Registration for plans and specs should be made via FBO Internet homepage. Hardcopies will not be available and no written or fax requests will be accepted. It is the contractors responsibility to monitor FBO for any amendments. Hard copy quotes are to be delivered to the Corps of Engineers, Wanamaker Building, Room 643, 100 Penn Square East, Philadelphia, PA 19107-3390 ATTN: Mr. Edward A. Boddie. Quotes may be submitted electronically via email to Edward.Boddie@usace.army.mil however, these quotes must be accepted by 25 August 2009 at 3:00 p.m., which is one day earlier than the due date and time of 26 August 2009 at 3:00 p.m. All contractors are required to be registered in the DOD Central Contract Register (CCR) at http://www.ccr.gov. before award as required by DFARS 204.7300. In addition, contractors who receive a federal contract of $25,000.00 or more are required by legislation to submit an annual VETS-100 Report on your employment of targeted veterans.
