Description
The Government intends to solicit and negotiate with only one source, West Kentucky 2-Way Radio, Inc., 607 W. Everly Brothers Blvd., Central City, KY 42330-1887. The procurement will be conducted on a sole source basis in accordance with the statutory authority of Test Program for Commercial Items, Section 4202 of the Clinger-Cohen Act of 1996 as codified at 10 USC Sec. 2304(g)(1)(B), and amended by Section 807 of the Ronald Reagan National Defense Authorization Act of 2005 under the authority of FAR 13.501(a)(1)(ii), to Provide and Install Telecommunications Equipment for E911 Expansion, and CAD Terminal Expansion and Upgrade. The E911 Expansion will consist of: Providing and installing three (3) audio interface units; one (1) VESTA/M-1 Server; three (3) VESTA/M-1 integrated consoles/phone systems; and five (5) 19-inch flat panel touch-screen monitors of which two (2) will be used to replace existing monitors. The Computer Aided Dispatching (CAD) Terminal Expansion and Upgrade will consist of providing and installing three (3) additional workstations to include software conversion and integration into the existing E911 system. Restricting competition is based on 1) Certification of the Plant Equipment Incorporated (PEI) VESTA M-1 system by the Joint Interoperability Test Command (JITC) under the Defense Systems Agency (DISA) (website: http://jitc.fhu.disa.mil/) with the capability to process E911 calls to include location information associated with NENA-2 compliant data; 2) Command and control console application is certified by Nortel for connectivity to Nortel PBX equipment. Equipment must be JITC certified to connect to the Fort Campbell LAN; 3) All equipment must be integrated into the current equipment installed in the Emergency Operations Center; providing a seamless integration with the installations Land Mobile Radio (LMR) infrastructure with no downtime for emergency call taking during installation services; 4) The Mobile Data Equipment must be compatible with the existing mobile data terminals used by the Fort Campbell police and integrated with the canopy equipment for rear area and cantonment coverage on the installation and 5) The 911 systems interfaces directly with the LMR infrastructure on the installation and West Kentucky 2-Way Radio is the service provider for the LMR. The NAICS code for this procurement is 334220 and the small business size standard is 750 employees. This sole source requirement will be procured under Simplified Acquisition Procedures and Other Than Full and Open Competition and awarded on an unrestricted basis. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued; however any firm that believes it can meet the requirements may give written notification to the Contracting Officer not later than 27 August 2009, 2:00 pm. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the sole source negotiation with West Kentucky 2-Way Radio.
