- The Air Education and Training Command Contracting Squadron (AETC CONS) is seeking information concerning the Rough Order of Magnitude (ROM) and availability of capable contractors to provide non-personal services for Diesel Injection Pump Repair and Calibration Training Requirements to Foreign Military Sales (FMS) students at a central location. Place of performance is to be recommended by the offeror. This Request for Information (RFI) is issued for informational and planning purposes only. This is not a Request for Proposal (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result of this RFI. The Air Force will NOT be responsible for any costs incurred by interested parties in responding to this RFI. Contact with Government personnel other than those specified in this RFI by potential offerors or their employees’ regarding this project is prohibited. This FedBizOpps notice is an announcement seeking market information on vendors capable of providing the services as described herein. AETC CONS is currently conducting market research to locate qualified, experienced, and interested potential sources. The information requested by this RFI will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. Should a future requirement(s) evolve from this preliminary planning process, it is anticipated the type of contract will be a service contract. For purposes of this RFI, the North American Industry Classification System (NAICS) Code is 611519, Other Technical and Trade Schools, and the small business size standard is $7.0M. Description of Services The Egyptian Air Force (EAF) requires General Diesel Injection Pump Repair and Calibration Training to include testing and repairing High Pressure Common Rail (HPCR), Electronically Controlled Unit (EUI), Electronically Controlled Unit Pump (EUP) fuel systems and Gasoline Injection Systems. The training is required to be conducted in the United States for two (2) EAF Officer trainees in support of the EAF Vehicle Department. The objective of the training is to assist the students to develop technical competencies in operation, maintenance and repair of the designated equipment. All instruction and technical information shall be in the English language. Class or classes should be provided that allows the students to go through step by step/hands on training and classroom work. Training materials in the form of operational and maintenance manuals should also be provided to each of the trainees. Student Support Services Student Housing & Transportation: Contractor shall provide or arrange suitable lodging for the students. Officers shall be quartered separately in single rooms. Housing shall not be provided for accompanying dependents unless specifically authorized, in writing, by the Contracting Officer. The Contractor shall provide a means to transport students between the training location and the nearest point of airline service. The Contractor shall also provide a means to transport students between the training center and the student’s quarters. Contractor shall not provide rental cars to students as part of this contract. These costs should be included in your ROM. Transportation for the students from Egypt to the initial training location is provided by the EAF. A ROM is to be provided for testing and repairing High Pressure Common Rail (HPCR), Electronically Controlled Unit (EUI), Electronically Controlled Unit Pump (EUP) fuel systems and Gasoline Injection Systems. 1. Bosch Pumps and Injectors * Bosch A pump, RSV Governor * Bosch MW pump, RQV Governor * Bosch P, P7100, P8000 and P8500 pumps RQV-K Governor * Bosch VE pumps * Bosch VP44 pumps * Bosch CP3 pumps (High Pressure Common Rail Pump) * Class: CRI (Common Rail Injectors) * Bosch CRIN Injectors * Bosch PLD (Electronic Unit Injectors) * Bosch PLD Unit Injectors 2. Delphi Pumps and Injectors * DPA Pumps * Delphi / CAV DPA 3. Denso Diesel Common Rail Injection System * HP 1, 2, 3 and 4 injection pumps * Denso Common Rail Injectors The training objective is to provide up to two (2) EAF Officer trainees with hands-on training (operation, troubleshooting, and repair). This training opportunity should combine classroom work and hands-on training using high-pressure pumps, injectors and test equipment. Lessons would include the following areas: High Pressure Common Rail (HPCR), Electronically Controlled Unit (EUI) & Electronically Controlled Unit pump (EUP) fuel system operation Technical information and Inspection High-pressure pump disassembly & reassembly High Pressure Common Rail (HPCR) injector disassembly & reassembly Electronically Controlled Unit (EUI) disassembly & reassembly Electronically Controlled Unit Pump (EUP) disassembly & reassembly If your firm is capable of providing the requirements described above, please provide a Capability Statement and ROM to Gwen Mayhue, gwen.mayhue@randolph.af.mil by September 7, 2009 @ 1400 CST. The Capability Statement should include general information and technical background describing your firm's experience in contracts requiring similar training efforts to meet the program objectives. Interested parties shall not submit more than 10 single-sided, type-written pages using 12-point font or larger. Published literature may be any number of pages. At a minimum the following information is requested: (1) Company Cage Code, DUNS, name, address, point of contact and their telephone number and e-mail address; (2) Approximate annual gross revenue; (3) Any small business status (8(a), HUB Zone, veteran-owned, women-owned, etc.); (4) Indicate if your role in the performance of the consolidated requirement would be (a) Prime Contractor; (b) Subcontractor; or (c) Other, please describe; (5) If you indicated your role as "Prime Contractor" on Question 4, indicate the functions for which you plan to use subcontractors; (6) If you indicated your role as "Prime Contractor" on Question 4, please provide brief information you feel would indicate your capability to mobilize, manage, and finance a large service contract such as this; (7) If you indicated your roll will be a "Subcontractor" on Question 4, please indicate which functional areas you intend to cover; (8) Indicate if your company primarily does business in the commercial or Government sector; (9) Please describe any commercial-sector contracts you have performed for similar combined services [if applicable]; (10) Indicate which NAICS code(s) your company usually performs under for Government contracts; (11) Provide estimated small business subcontracting goals and rationale.
