- The Internal Revenue Service (IRS) intends to renew Treasury Wide Single Source Blanket Purchase Agreements (BPAs) to order Cell Phones, Accessories and Service Plans, Blackberry Devices, Accessories and Service Plans, Broadband Wireless Cards and Service Plans, Satellite Phones and Services. The IRS intends to purchase new Cell Phones, Blackberry Devices and Accessories, Wireless Broadband Cards and Data Services, and Satellite Phones and Services as required as well as new Service Plans and renewing existing Service Plans. The duration of the BPAs will be for a period of three years. The IRS desires to obtain discounts from GSA Schedule prices based on our anticipated ordering volume. Your quotation is being solicited under the provisions of Federal Acquisition Regulation Part 8.4 Federal Supply Schedule. Quotation Package shall be submitted to include the following by 2:00 p.m. August 31, 2009: (1) Pricing; a complete pricing model that reflects proposed prices and associated discount structure of items listed. Model must include pricing for various levels of usage on the Broadband Wireless Cards The proposed prices will be used for evaluation purposes. The discount structure will be applied to GSA Schedule prices when ordering. All prices shall be FOB Destination. Open market products shall be clearly indicated. (2) A brief description of order management tracking, warranty and return policy, and delivery lead times on large purchases shall be included. Large purchases are defined as approximately 500 items and more. (3) Points of Contact (names and telephone number), GSA Schedule Number, business size and payment terms. Quotation Packages shall be submitted to the undersigned either electronically to Jarnice.v.brown @irs.gov or by mail at IRS Procurement A:P:I:A:B, Constellation Centre, 6009 Oxon Hill Road, Oxon Hill, Maryland, 20745. Award will be made to the Contractor on the basis of its proposal being the most advantageous to the Government, price and other factors considered. In making the selection, the IRS will consider (1) the extent to which the offeror can provide the required items via GSA Schedule, (2) various service plans (contractors must have National and International Coverage), trade-ins, maintenance, billing features and inventory, (3) the extent to provide management (order tracking, order placement, etc) and (4) warranty and return policy.
