- This contract action was accomplished using other than competitive procedures because this is an order under an existing contract that was awarded using non-competitive procedures. This firm fixed price task order number 100 was awarded under Contract W911S2-06-D-0006 to Alutiiq Global Solutions LLC and funded by the American Recovery and Reinvestment Act (ARRA) of 2009. Rationale for this action is as follows: The existing contract is one of two contracts awarded under the authority of the SBA 8(a) program for repair, rehabilitation and construction services. The contract is one of the primary means of providing quick and responsive contract support to accomplish installation minor construction workload priorities and surges. To ensure the intent of the Recovery Act is met, this contract provides the most expeditious and efficient method of expending Recovery Act funds. Numerous subcontracting opportunities are associated with this contract. The work shall include all work in connection with installing a closed head pre-action sprinkler system and fire alarm system in Hangar P-2049 to protect the hangar bays. Sprinkler coverage must provide coverage throughout 100% of the building except as permitted by NFPA 13 and shall conform to the latest version of UFC 3-600-01. This includes, but is not limited to, telephone rooms, electrical equipment rooms, and other electrical and mechanical spaces. The sprinkler system shall be supplied by the domestic water system and not the airfield closed loop fire water system. Backflow prevention is required for the water supply. Existing foam concentrate will be disposed of and new foam concentrate will be provided. The existing foam concentrate tanks shall be re-used. The new fire alarm system will be an addressable, self-interrogation alarm/detection system with mass notification capabilities. Edwards, Notifier or equivalent systems shall be installed, as well as Monaco transmitters. The system will be tested prior to completion.
