Description
The National Marine Fisheries Service (NMFS), Protected Resources Division, 263 13th Avenue South, St. Petersburg, Florida has a requirement for a vendor to - Respond to large whale strandings along the Atlantic in the Northeast Region (NER) and Southeast Region (SER), including offshore floating whales (floaters) in accordance with the Statement of Work. Time of Delivery is: September 20, 2009, or date of award, whichever is later, through September 19, 2010, with priced options for two additional years. This acquisition will be issued as an RFQ and awarded as a firm-fixed price order under simplified acquisition procedures. All responsible sources may submit a quote which shall be considered by the agency. Vendor shall have a minimum of five years experience in marine mammal stranding response, especially response to stranded large whales. Contractor must be legally authorized under the Marine Mammal Protection Act and the Endangered Species Act to respond to stranded marine mammals and have had experience leading the response to at least five stranded large whales, or equivalent experience. The Contractor must also be able to respond to large whale stranding events along the entire Atlantic coast of the NER and SER. To be eligible for award, offerors must be registered with the Central Contractor Registration (CCR): www.ccr.gov, and obtain (and provide with the offer) a DUNS number by calling 1-800-333-0505. The FSC for this is B516 and NAICS Code is 713990, small business size standard is $6.5 million. No Defense Priorities and Allocations System (DPAS) rating assigned. Copies of the solicitation will only be posted on FEDBIZOPPS webpage www.eps.gov. Hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor FIDBIZOPPS for the release of the RFQ, specification, and all subsequent amendments. Telephone requests will not be honored.
