- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Quotes are due in this office no later than 31 August 2009, 2:00pm, eastern standard time. The point of contact is MSgt Lisa Pena 757-764-4447. Submission may be hand delivered or e-mailed to lisa.pena@langley.af.mil. Quotes must be signed by the person authorized to obligate the company. Quotes are being solicited for the following: 15 each 40 gallon diesel Part # MIL14TS, 2 each 30 gallon diesel Part #MIL14TS, 1 each 45 gallon diesel part #MIL14TS, 1 each 20 gallon diesel part #MILB08, 2 each 40 gallon diesel part # F751036BP, 9 each 30 gallon gas part # MIL3424, 5 each 100 gallon diesel part # 2XMIL16TS, 1 each 78 gallon diesel part # MIL20TS, 1 each 58 gallon diesel part # MIL18TS, 1 each 60 gallon diesel part # MIL18TS, 5 each 50 gallon diesel part #16TS, 1 each 56 gallon diesel part #MIL16TS. Vendors quoting must have specifications available to allow immediate evaluation. The associated North American Industrial Classification System (NAICS) code for this procurement is 325998 with a business size standard of 500 employees. In addition to providing pricing for this solicitation, each offeror must provide any required non pricing responses(technical, specifications, representations and certifications) directly to lisa.pena@langley.af.mil no later than the quote due date of 31 August 2009 at 2pm est. The following Federal Acquisition Regulation clauses apply to this procurement 52.212-3 Offeror Representations and Certifications-Commercial Items, 52.212-4 Contract Terms and Conditions-Commercial Items. The full text of FAR clauses can be found at www.arnet.gov. Vendors wishing to submit an offer must be registered with the Central Contractor Registration. No late offers will be considered. Delivery shall be FOB Destination. Items will be delivered to 203d Red Horse, 203 Red Horse Drive, Virginia Beach, VA. Fitch part numbers are given as a cross-reference for the benefit of potential offerors, but is not a brand name request. Offerors submitting quotes on equal products MUST include all specifications with the offer in order for your quote to be considered. Fuel Catalyst Retrofit Specification In order to be considered responsive to this request the fuel catalyst device must meet the following salient characteristics: Fuel Catalyst Retrofit Device must be a maintenance free, non additive, non filtering device. Fuel Catalyst Retrofit Device must be suitable for use on vehicles fueled by: gasoline or gasohol, E85, DF2, DF1 and ultra low sulfur diesel, B5, B20 diesel fuel, and must be able to be installed (1) in the existing fuel line as an in-line unit using OEM fuel line connections or (2) in the fuel tank. In addition, the fuel catalyst retrofit device must: must not adversely affect the nuclear certification for nuclear certified vehicles, especially for in-line devices. Should not be a problem for the drop ins because no change to the vehicles basic configuration occurs. For devices that are installed in-line with the vehicles current fuel system, the device must be able to install simply by disconnecting the fuel feed line and connecting the OEM fuel line to the catalyst housing and subsequently connecting a line from the housing to the OEM fuel distribution system or as drop in to the vehicles fuel tank. Any modification to the fuel system must be accomplished in a manner that does not adversely affect information to the vehicles on board computer which could result in abnormal engine operation. Additionally, installation must be a accomplished in a manner that no damage to OEM fuel tubing occurs. Installation on GSA leased vehicles must be accomplished in a manner that would not result in a warranty concern or an O&M expense when the units are removed and vehicles are returned to GSA. Used devices must be reusable. Have evidence of the ability to reduce fuel consumption demonstrated through evaluation performed by VEMSO. Contain no magnets. Require no power supply. No additives must be used to accommodate the device or generate any signatures. Contain no copper or cadmium. Be resistant to damage caused by contact with water and subsequent microorganism growth. Have its smallest module made of a quaternary metal alloy with a surface area to weight (~1.7 cm 2/gram) ration. Have a service life of 250,000 miles or 5,000 operating hours. Be certified MIL-S-901-D shock test. Have evidence of the catalytic reaction to fuels verified by: Nuclear Magnetic Resonance (NMR) and/or Gas Chromatography Mass Spectrometry and/or ASTM certified tests. Have evidence of the ability to suppress bacterial growth in fuels published in one of the American Chemical Society journals. Be California Air Resources Board exempt from Vehicle Code Section 271 56 by executive order. Be United States EPA accepted for use on engines on 40 CFR 85.1 17.
