- This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Seattle, WA on a sole source basis with Chris Johnson and Species Interactions Group, Washington Department of Fish and Wildlife. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will estimate egg to fry survival for both hatchery and wild Chinook salmon in the Yakima and Wenatchee River basins. Tasks will include: studying design and detailed description of field methods; collection of adult salmon and eggs; construction of artificial redds and placement of eggs in redds; etc. Chris Johnson and Species Interactions Group, Washington Department of Fish and Wildlife were identified by program office as the only source that can complete the work on this project. Chris Johnson and Species Interactions Group, Washington Department of Fish and Wildlife are currently leading studies to examine the effects of hatchery supplementation of Chinook salmon on wild salmon and have published more than 40 scientific papers and reports on salmon and trout. Chris Johnson and Species Interactions Group, Washington Department of Fish and Wildlife currently possess all the necessary permits and facilities needed to hold the fish and are the only group who currently hold access to the fish and the facilities. The government intends to negotiate a firm-fixed price contract with a period of performance that will start from date of award to August 31, 2010. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of publication of this synopsis will be considered by the government. This is a small purchase action estimated value not to exceed $100,000.00. ***The Western Regional Acquisition Division requires that all contractors doing business with the Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date NO award can be made unless the vendor id registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov.
