Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Tiburon Laboratory, Santa Cruz, CA on a sole source basis from Humboldt State University. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will provide technical services in support of a project to maintain continuity of ocean observing along the Trinidad Head Line, a critical component of the Pacific Coast Ocean Observing System. Humboldt State University was identified by program office as the only source that can complete the work on this project with appropriate level of technical sophistication. Humboldt State University (HSU) has been selected by NOAA to lead this effort. The Trinidad Head Line lies directly offshore from the HSU Marine Laboratory, near the geographic center of an extensive spatial gap in historical and current high-resolution ocean observing programs. HSU has academic resources to support an ocean observing program, and including a research vessel, faculty and technicians that are trained in the requisite technical and scientific skills necessary to run cruises, along with well-trained student volunteers to augment scientific crew on ocean-observing cruises. HSU has been designated as the primary research partner to gather data for PacOOS along the Trinidad Head Line. In addition, Dr. Bjorkstedt has been the leader of the collaborative NMFS-HSU PaCOOS program and lead investigator on the Trinidad Head Line since its implementation, and is in a position uniquely suited to carry this work forward. The government intends to negotiate a firm-fixed price contract with a period of performance that will start from September 30, 2009 to September 30, 2010. This notice of intent is not a request for competitive proposals. However, all proposals received within 10 days of publication of this synopsis will be considered by the government. This is a small purchase action estimated value not to exceed $100,000.00. The Western Acquisition Division requires that all contractors doing business with the Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
