Description

Suite 1000, 10th Floor, Washington, DC, 20005 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number ADF 09-RFQ-150 is issued as a Request for Quote (RFQ). The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-31, 20 April 2009. This acquisition is 100% set aside for small business concerns and is under North American Industry Classification Standards (NAICS) code 441221, with number of employees not to exceed 500. Description of Requirement: CLIN 0001 The Contractor shall provide one (1) new 4-WD vehicle for 2009, suitable for steep hill, rough terrain and for the tropical conditions in Africa and is duty free. QTY: 1 Unit of issue: Each unit price: $__________ Total: $___________ 4 WD Vehicle Features: Left-hand drive(steering), minimum 4 cylinder in line diesel and a maximum of 6 cylinder, 5 doors and front passenger airbags, heavy duty cooling system, minimum 7 passenger seating, seatbelts for all seating, side steps/running boards, air conditioning,   power steering, skid plate, front and rear windshield wipers, power door locks, radio with SW reception capability, one spare wheel, one (1) set tool kit (to include spanner of all sizes and tools to change tires), fire extinguisher, first aid kit, owner’s manuals (2 copies), cloth seats, anti lock-brakes, color: sliver or white, standard commercial warranty. The Offeror shall identify the approved authorized dealer in Bujumbura, Burundi that can provide the manufacture warranty and after sale service and provide proof of the availability of maintenance and repair services in Bujumbura, Burundi. Preferred Vehicle Features: (Note the features listed below are desired if available). 1.Six cylinder diesel engine 2.Double gas tanks 3.Dual air conditioning 4.Roof rack 5.Radio with compact disc player CLIN 0002 Is an all or none. If the part package only contains some of the parts, it will not be considered for award. ADF reserves the right to issue an award or not to issue an award for CLIN 0002. The Contractor shall provide a spare parts package to include four (4) oil filters, four (4) fuel filters, four (4) air filters, four (4) sets of fan belts, two (2) sets front shock absorbers, two (2) sets rear shock absorbers, and one (1) battery. The spare part must be separately priced to include a unit price, the above quantity and extended amount. Any substitute item must include adequate specifications in the Offeror’s quote. The Offeror’s price must include all applicable shipping costs to the FOB Destination, Bujumbura, Burundi contact name; contact email address; contact telephone and fax number; complete business mailing address. Offerors must submit the names and contact information of at least two (2) relevant past performance references. Each Contractor shall submit pricing as a separate document. The Offeror assumes full responsibility for ensuring electronic proposals are formatted in accordance with ADF Security Requirements. The following file extensions are not allowable and application material/data submitted with these extensions cannot be considered: bat; cmd; exe; pif; rar; scr; vbs; hta; cpl; and zip files. Microsoft Office compatible documents are acceptable. If the Offeror determines other formats are necessary, it is the Offeror’s responsibility to verify with ADF that the format is acceptable. Proposal materials with unacceptable or unreadable formats may be found non-responsive. A Firm-Fixed Price award will be issued in writing. The following provisions and clauses apply to this acquisition: 52.211-6, Brand Name or Equal, FAR 52-212-1, Instructions to Offerors Commercial Items; 52.212-2 Evaluation of Commercial Items; the evaluation criteria stated in paragraph (a) of the provision are as follows: The significant evaluation factors, in the relative order of importance are: 1. Price, 2. Technical Capability with emphasis on reliability of the vehicle to perform/drive well in rough terrain and have minimal maintenance issues, 3. Past performance. Evaluation factors are approximately equal.. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications – Commercial Items with its offer. This provision may be obtained at http://www.arnet.gov/far ; 52.212-4, Contract Terms and Conditions commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive orders – Commercial Items.
