- RECOVERY::TAS96 3135::TAS ARRA TREE CUTTING IN TUTTLE CREEK SPILLWAY This contract will be funded by money from the American Recovery and Reinvestment Act. The Tuttle Creek Corps of Engineers is soliciting bids for the clearing of all woody materials, trees and brush, from the Tuttle Creek Spillway on the east side of Tuttle Creek Dam. This is a turnkey job. The contractor will furnish all tools, materials, fuel and supplies necessary to do the job. The work must be completed by 20 September 2009. In the event of a flood the Corps does not want trees upstream of the spillway tainter gates that might wash out and get lodged in the gates. Trees below the gates should also be cut so they do not trap debris and form a dam hindering the flow of water. The spillway is approximately 6,000 long. Its width varies from 250 to 800. All trees from the upstream end of the spillway that touches Tuttle Creek Lake through the entire spillway to the paved road that crosses the spillway at its lower end are to be cut down. Besides all the trees on the floor of the spillway trees upstream of the gates will be cut 50 up from the bottom of the spillway on the side on the embankment. Trees downstream of the spillway gates will be cut five feet up on each side embankment. All cedar trees will be cut below their lowest branch or have the remaining branches cut off. All deciduous trees shall have their stumps treated with Pathway, Tordon RTU or another stump treatment to keep them from resprouting.. Brush such as, but not limited to, buckbrush or sumac with a stem of less than 1 in diameter may be sprayed with herbicide to kill them. If a restricted use herbicide is used, the applicator must have the proper training and licenses. The contractor will be responsible for returning and retreating any stump that resprouts or brush that is not killed. All trees upstream of the gates must be disposed of or reduced so that the dead trees will not float into the gates. Acceptable methods are hauling offsite to dispose of the dead trees, chipping them or burning them. If they are burned Pottawatomie Sheriffs office must be notified. Tractors, ATVs, chippers and other machines may be brought into the spillway to facilitate work, however the upstream area is often muddy and the downstream area is very rough terrain. All ruts and damage to the terrain must be repaired. A site visit is strongly encouraged. Access to the upstream side of the spillway is through the Trevi Icos yard, the parking lot on the north side of the road on the east end of the dam. Downstream access is through the Spillway Cycle Area parking lot. Trees downstream of the gates shall be cut, the stumps treated and the tree can be left laying where it falls. All work must be done according to the safety rules laid out in EM 385-1-1.
