- RECOVERY--RECOVERY- SUPPLY & INSTALLATION OF CIPP LINERS HUMPHREYS COUNTY MISSISSIPPI This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number W912EE-09-T-0037 is being issued as Request for Quotation (RFQ) with the intent to award as a simplified acquisition. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-26. The NIACS Code for this procurement is 325211 (SIC 2821 Synthetic Resins and SIC 1799 Special Trace Contractors), not elsewhere classified with a size standard of 750 employees. The USACE, Vicksburg District has a requirement for three liners for three deteriorating pipes. This procurement may be quoted as follows: Line Item 00001 Supplies/Services: Furnish and install pipe liners, Quantity= 1, Unit: Lump Sum. Lump Sum Price:$____________. SPECIAL NOTICE TO BIDDERS: THIS PROJECT IS MADE POSSIBLE THROUGH CONGRESSIONAL STIMULUS FUNDING. THE LAW REQUIRES THAT THE BIDDERS FOR THIS WORK MUST BE AWARE THAT THERE SHALL BE NO MODIFICATIONS TO THE CONTRACT AFTER CONTRACT AWARD. THE CONTRACTOR IS REQUIRED TO MAKE A PRE-AWARD SITE VISIT TO VERIFY AND DETERMINE ALL PARAMETERS NECESSARY TO PROPERLY PREPARE AND INSTALL THE LINERS AND SHALL BE INCLUDED IN THE CONTRACTORS BID PRICE. THE LENGTH OF PIPES IN THIS SCOPE OF WORK IS AN APPROXIMATE MEASUREMENT. IT IS THE RESPONSIBILITY OF THE CONTRACTOR TO VISIT THE SITE AND MAKE THEIR OWN MEASUREMENTS BEFORE SUBMITTING THEIR QUOTE. 0001 Pipe liners. General. The resin impregnated flexible tube Cured In Place Pipe (CIPP) liners supplied under this contract shall be new and meet ASTM F1216, ASTM F1743, ASTM D5813, ASTM D790, and ASTM D2990 requirements. The deteriorated pipes being lined have the following criteria: 1. Sta. 176+63 - Two 60 pipes installed in 1962, Item 116-R 2. Sta. 1467+77 - Single 54 pipe installed in 1963, Item 115-L Location StationCulvert DiameterApprox. Culvert LengthOverburden 176+63Two, 60-inch270.5 feet23 feet 1467+77Single, 54-inch100.5 feet16 feet Pipe liners shall be self supporting with the above conditions and designed for fully deteriorated pipe. Overall, the hydraulic cross-section shall be maintained as large as possible. The CIPP shall have at a minimum the full flow capacity of the original pipe before rehabilitation. Upon completion of the structural rehabilitation it will be the contractors responsibility to inspect each culvert in accordance with the above ASTM standards. The contractor shall provide a camera specifically designed for such purposes to be used during this inspection and a color recording shall be made and provided to the COR for acceptance. The design life shall be for a minimum of 50 years. Quantity to be delivered: The contractor shall deliver and install 3 resin impregnated flexible tube cured in place (CIPP) liners under this item. Delivery Location: The liners to be supplied under this contract shall be installed at two structures located in Humphreys County, Mississippi at coordinates N33.17599, W90. 47177, station 176+63, and, coordinates N33.10266, W90.48327, station 1467+77. Directions to the sites can be obtained by contacting the COR at 662-455-0268, extension 30268. Pre-work Meeting and Schedule: The supplier must contact the COR within 24 hrs of contract award and arrange a pre-work meeting to occur within 3 days of contract award. The meeting will include the product installation process as well as preparatory work to be conducted by the Government prior to and concurrent with the installation. A Notice-To-Proceed (NTP) will be issued by the COR after the pre-work meeting. The work shall be completed within 30 days of receipt of the NTP. Preparatory Work: The Government will coordinate the preparatory work for the delivery and installation of the liners. The preparatory work will include the placement of wooden mats on the inlet side of the pipes to provide a working platform over the existing ground surface. The work will also include the removal of ponded water from the pipe inlet and outlet areas to allow installation of the liners. Evaluation of Offers: All quotes submitted will be evaluated for technical capability. The government will issue award to the supplier whose quote is the lowest price of those determined to meet at least the minimum requirements for capability to perform the scope of work required. Submittals; the contractor shall submit information verifying that the product and installation will meet the requirements of this solicitation. The lack of sufficient information required could cause for the rejection of the quotation. The contractor shall provide sufficient documentation of their Technical Capability, by including technical literature, brochures, product descriptions, etc. to enable the Government to determine company experience in work on projects of similar type, size, scope and complexity. The contractor shall provide sufficient documentation of satisfactory Past Performance, on contracts of a similar type, size, scope and complexity as well as provide references including, names and contact information, who can verify satisfactory past on contracts of a similar type, size, scope and complexity. The lack of past performance information will not be evaluated favorable or unfavorable for this factor provided the prospective contractor certifies that additional past performance information is not available and provides an acceptable explanation as to why additional past performance is not available. The government intends to make a single award for one lump sum including the (3) pipe liners and their installation. Offers for less than the required quantity will not be accepted. The Government intends to award without discussions (while reserving the right to hold discussions if determined advantageous to the Government), and offerors are encouraged to provide their best proposed pricing in their initial offer. Quotes/offers may be submitted electronically via email, providing that they are complete and provide all required information.
