- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is VA-776-09-RQ-0176 and is issued as a request for quotation (RFQ) using Simplified Acquisition Procedures found in FAR 13.1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-29. This solicitation is unrestricted; the associated NAICS code is 519120. Closing date for this notice is 13:00 EST 08/27/2009. RESPONSES SHALL BE SUBMITTED VIA E-MAIL TO THE CONTRACT SPECIALIST AT CHARLES.HOLMES@VA.GOV. All responsible sources may submit a capability statement or quotation which shall be considered by the agency. STATEMENT OF WORK FOR CENTRALIZED CATALOGING SERVICES I. Scope of Work: Provide centralized cataloging services for the One Hundred and Fifty Two (152) Department of Veterans Affairs Library Network (VALNET) libraries, index VA documents and publications for the World Wide Web for Department of Veterans Affairs (VA) offices, and provide metadata for VA web pages. The Online Computer Library Center (OCLC) will be used as the bibliographic utility to provide copy, modified, and original cataloging for monographs, serials and audiovisuals. Nationally accepted standards and current cataloging practices will be used as directed in the Anglo-American Cataloging Rules, 2nd ed., 2000 Rev. (AACR2) and the Library of Congress Rules Interpretations (LCRI). Items will be cataloged using NLM, LC or Dewey classifications depending on the specific's library's request. The principal products include catalog cards and/or an electronic MARC record for individual VA libraries and/or the VA Public Access Catalog (VALPAC). VALPAC enables VALNET libraries to locate VA library materials for resource sharing. OCLC profiles that indicate which libraries receive cataloging cards or electronic MARC records are available from FEDLINK. II. Type of Contract: Firm Fixed Price III. Period of Performance: The period of performance will be for the base year requirement October 1. 2009 through September 30, 2010 and four (4) one year option periods to be exercised at the Government's discretion IV. Forms and Form Letters The contractor shall accept and use current editions of web-based VA Forms such as Form 10-7018, Cataloging Service Request (Appendix B) and Form 10-4794 Audiovisual Data Sheet (Appendix C). Paper copies of the 7018 form (Appendix A) will be accepted in the event the online forms are unavailable for longer than 2 business days. Notification of change requirement will be provided by LNO staff. VI. Equipment for Data Base Access The contractor shall have on-site access to OCLC, LOCATORplus, and such LC databases as are commercially available; and to VALPAC, which is a subscription based product available on the internet. The contractor will pay for this annual subscription. The 2009 subscription price was $480. VA will pay any OCLC database charges. The contractor shall have access to the following equipment: audiocassette player, 1/2" videocassette player w/television, slide viewer, CD-ROM and DVD player, personal computers attached to printers capable of accessing OCLC, NLM, and LC databases, fax machine and scanner. The contractor shall also have access to the Internet and be able to send and receive electronic mail that may contain attachments in multiple formats and will remain up-to-date in new technology that may be required for cataloging that incorporates new formats or media. VII. Description of Cataloging Materials/Tasks a. The contractor shall process approximately 28,000 requests for cataloging of books, reports, documents, computer training materials, serials, audiovisuals and items in electronic format such as e-books, web-based books, etc. The breakdown of these requests is described below: 1. Approximately 99% are English language. 2. Approximately 80% are monographs, 10% are AVs, 5% are serials, and 5% are government reports and special materials such as computer or multi-media training materials with mixed format or web-based products or web sites. 3. Approximately 2% require full original cataloging. 4. Approximately 90% have complete information on OCLC, although not necessarily in a single record. 5. Approximately 3% are current materials cataloged on OCLC but records lack NLM information. 6. Less than 5% require verification in NLM or LC databases or sources. 7. Less than 1% of requests received are for out of scope materials and requests must be returned to requestors with explanation (Appendix F) 8. The Library Network Office provides approximately 75 titles per year as part of the Network Delivery System for which cataloging is produced for all VALNET libraries. b. The following items are considered out of scope and should not be cataloged (original or copy) unless the material is part of the Network AV/Print Delivery Program, or approved by the LNO. The contractor is required to notify libraries by email (email addresses to be obtained from Form 10-7018, web-based Cataloging Service Request) of requests for out of scope material using the Notification of Out of Scope Cataloging Request form as an email attachment (Appendix F). Any inquiries that the contractor may have regarding interpretation of out of scope material should be directed to the LNO. The contractor shall also delete cataloging records from the OCLC database and/or the VALPAC. Approximately 70,000 deletions are performed annually. d.
