- Solicitation SF 1449 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information contained in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation PSA-09-90003611 is issued as a Request for Proposal (RFP). The complete requirement is available in this solicitation. The District of Columbia Pretrial Services Agency (PSA) in Washington, D.C., requires an automated specimen preparation system to extract drugs from biological specimens by placing the specimen directly into the solid phase sorbent; add reagents and solvents; mix and retain the solvent layer where the drugs are at this point. The solvent dries and is ready for injection into the GCMS. The system quote shall be a complete system with all necessary hardware and software for setup. The Contractor shall provide all labor and materials to provide one full day of installation and familiarization for the government's laboratory employees. The North American Industry Classification System (NAICS) code is 334516 and the applicable size standard is 500 employees. This requirement is 100% set aside for small businesses. This procurement is being conducted under the Subpart 13.5 Simplified Acquisition Procedures, and FAR Parts 12 and 13 or some combination thereof. The District of Columbia Pretrial Services Agency (PSA) is a federally-funded investigation and supervision agency for defendants who are released into the community while awaiting disposition of their case(s) in both the D.C. Superior Court and U.S. District Court. Pretrial Services is an independent entity under the umbrella of the Court Services and Offender Supervision Agency (CSOSA). Proposals will be evaluated based on technical, past performance and price. Technical and past performance, when combined are equal to price. Technical proposals should include product literature on any system proposed that reflects the system’s ability to support the high volume of testing done by the FTDTL. The laboratory currently runs approximately 2,000 tests per day. Past performance proposals should include at least three references from contracts similar in size and scope. Proposals will include contract number, dollar value of the contract, the name and address of the reference and a point of contact with telephone numbers. Price proposals shall include sufficient detail, separated by labor and equipment to determine price reasonableness. Product is Gilson or equal.
