Description
(i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii)This is an RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-36. (iii)This solicitation is a total small business set-aside, NAICS 238290, with a small business size standard of $14,000,000.00. This RFQ is set-aside 100% for small business concerns. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. (iv)The Government intends to issue a hybrid contract (firm-fixed-price and time-and-materials) to the responsible offeror whose presents the lowest-priced technically acceptable quotation. The National Park Service, Gateway National Recreational Area, requires a contractor to provide elevator maintenance at the New York, NY locations specified in the SOW below. (v)SCHEDULE of SUBMISSIONS: One (1) invoice may be submitted per month. Please see the bid schedule, below, for more detail. (vi)SCHEDULE: The period of performance is 1 October 2009 through 30 September 2010. There are four (4) 1-year option periods. (vii)LOCATION: In accordance with Statement of Work. (viii)The Government contemplates the award of a single purchase order on a "low-price-technically-acceptable" basis. A written notice of award or acceptance of a quotation mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Only quotations from vendors with at least five (5) years performing the same or similar work will be rated as technically acceptable. That experience must have been within the past seven (7) years. The experience must have been servicing the brand of elevators specified in the Statement of Work. (ix)DOCUMENTS TO BE INCLUDED IN QUOTE: Interested vendors must submit a price quotation and a technical quotation. The technical quotation must not exceed ten (10) single-spaced pages and must demonstrate that the vendor meets the technical acceptability criterion stated above. The price quotation must propose a monthly firm-fixed-price for the preventive maintenance and a loaded hourly rate for emeregency maintenance. Pricing information must be submitted for the base period and all four (4) option periods. Vendors must submit their pricing via the bid schedule, located at the end of this announcement. In addition, FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, must be completed on-line at www://orca.bpn.gov. (x)FAR provisions/clauses listed below apply. This information is available on the Internet at http://www.acquisition.gov/far. FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-2, Evaluation - Commercial Items; FAR 52.212-4, Contract Terms and Conditions - Commercial Items (regular version and Alternate I); FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, with paragraph (b) clauses indicated by number 1, 8(i), 12, 18, 19, 21, 22, 23, 24, 25, 26, and 27. The following paragraphs related to the Service Contract Act of 1965 under FAR 52.212-5 (c) are applicable to this RFQ and the resulting purchase order: 1, 3, and 4. FAR 52.213-18, Subject to Availability of Funds, is applicable to this RFQ and the resulting purchase order. (xi)The official combined synopsis/solicitation is posted at http://ideasec.nbc.gov. In order to receive the award, vendor must be registered at http://www.ccr.gov and https://orca.bpn.gov/. Be prepared with your company's DUNS number (available from Dun and Bradstreet at 1-888-546-0024) and your Federal Tax Identification Number (TIN). Amendments to the solicitation will be posted in the same manner as the solicitation; it is your responsibility to monitor the website. The government reserves the right to cancel this solicitation. Please note that the procedures for late quotations, as specified in FAR 52.212-2, as incorporated above, are applicable to this RFQ. Quotations must be received no later than 02:00pm ET on 8 September 2009. Statement of WorkI.SCOPE OF WORK The Contractor shall provide all labor, supervision, tools, equipment, materials and transportation to: A.Perform preventive maintenance services and code-mandated safety/mechanical inspections and tests on specified elevator equipment. B.Replace worn and defective "consumable" parts, and adjust equipment for proper operation, following manufacturer's recommendations and code requirements. C.Furnish and apply lubricants, lubricate guide rails, except for roller guide installations. D.Perform annual no-load, low speed, test of car, counterweight safeties, governors and buffers. E.Periodically equalize tension on hoisting cables. F.Perform an annual pressure relief valve test on hydraulic components. II. NOT INCLUDED IN STATEMENT OF WORK A.Rebuilding or replacement of elevator major components (components lasting more than one year and costing three hundred dollars, ($300.00) or more), such as elevator Machines, motor-generator sets or ropes, etc. B.New construction or modification of existing equipment. C.Repair of damage caused by negligence or misuse of elevator equipment by Others than the Contractor D.Repair of damage caused by fire, flood or other disaster. III.WORKING HOURS AND CONDITIONS A.Preventive Maintenance work must be performed during normal business hours of 9:00 a.m. to 5:00 p.m.B.Company must maintain a continuous telephone service where it can be reached twenty-four 24 hours each day seven 7 days each week (Sundays and Holidays included). C.Response Time/Emergency Time - Repairs shall be performed on a twenty-four (24) hour, seven, (7) days per week basis (Sunday and holidays) included as requested by the National Park Service, (NPS). Regardless of when repairs are requested or performed. The Company must provide repair service within one (1) hour of the NPS request for service, regardless of the time of day. D.For Emergency Service calls, not provided by the contract. Beyond the scope of the contract. The contractor must provide the cost per hour in his bid package. E.To prevent unnecessary disruption of NPS operations, the Contractor shall coordinate with the Facility Manager or designee at each facility all planned equipment shutdowns and all work to be performed outside normal business hours. IV. PREVENTIVE MAINTENANCE SERVICES A.Perform the following services once a month. 1.Perform complete operational check of each elevator. Check starting, operating, leveling and stopping parameters, including proper operation of elevator car and hoist way within the manufacturer's tolerances and ASME/ANSI/A17.1 Code requirements and adjust as necessary. 2.Check all hall and car position indicators and signals, and car lighting (Including emergency), fixtures, replace burned-out lamps. 3.Check operating components requiring periodic lubrication. Lubricate as necessary, following manufacturer's recommendations and specifications. 4.Maintain machine rooms, hoist ways pits, elevator car tops, including equipment in these areas, in clean condition. Remove excessive lubricant and wipe-up oil and water leaks. B.Perform periodic inspections and tests of elevators as required by AMSE/ANSI A17.1 Code, Part X or other governing authority if more stringent. C.Deliver copies of reports to the NPS Facility Manager within thirty (30) days of performing required tests. V.REPLACEMENT PARTS. A.The Contractor shall maintain sources of supply of components lasting more than one year and costing three hundred dollars, ($300.00) or more for each job site. To insure that these components are available and can be delivered within three (3) days if a breakdown occurs. Within the contract scope of work the Contractor shall provide all consumable parts, components, supplies and required to maintain the equipment in service. "Consumable" parts are defined as having a typical service life of less than one year and costing three hundred, ($300.00) or less for each job site, excluding supplier's handling charge to the NPS. B.The Contractor shall guarantee all replacement parts for a period of not less than (1) year and replace such parts failing during this period at no additional costs to the NPS. VI. MAJOR REPAIR A. "Major repair" is defined as furnishing and installing necessary "major replacement parts. (components lasting more than one year and costing three hundred dollars, ($300.00) or more) Beyond the scope of specified periodic inspection and preventive maintenance services for values listed above. B.After determining, as far as practicable, the extent of major repairs needed to restore defective equipment to full service, the Contractor shall provide the Facility Manager and Contracting Officer with a written proposal outlining the scope of repairs, cost estimate and an estimated time of completion. The Contractor shall not proceed with major repairs until directed by the Contracting Officer. C. Summary. The Contractor shall perform annual survey of all elevator equipment covered by the contract and provide the Park Facility Manager with a written report, including any noted functional or code compliance deficiencies. This report shall be delivered to the Park Facility Manager no later than the last day of January each year. VII. NATIONAL PARK SERVICE SITES COVERED BY THIS CONTRACT A.
