Description
RECOVERY -THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS ONLY AVAILABLE TO CONTRACTORS UNDER NATIONAL INSTIUTES OF HEALTH NITAAC, ECS-III, LOT 4. Competition is limited to business holders under the National Institutes of Health (NIH) NITAAC, ECS-III, LOT 4. Only holders of contracts under this schedule will be eligible to compete. The National Institutes of Health (NIH), NIH Business System (NBS) is seeking to acquire a commercial off-the-shelf software application that fits into the existing Department of Health and Human Services approved Oracle Application and Database software programs. The NBS Program requires an off-the-shelf management framework application appropriate to the scale and importance of software that is tailored specifically for the maintenance of NBS security relating to access, configuration, transaction and preventive controls, as well the ability to manage an enterprise-wide risk management program for financial and programmatic risks. The application shall be able to engage the NBS Program members to participate actively in these processes and procedures, by making program management tasks organic to their day-to-day work. The application shall provide one the ability to view status of numerous activities across all applicable NIH and NBS activities. In addition to the functional requirements above, the NBS Program desires the following features in the application: • Workflow, wherein "documents" may be circulated among specified NBS Program members for their review and approval. • Process templates. • Documentation templates. • Expandable to accommodate a user population that may grow in terms of additional organizations and number of users. This project will be funded by the American Recovery Reinvestment Act of 2009 (ARRA) and is subject to the reporting requirements of the act. The intended procurement will be classified under the North American Industry Classification System Code is 541512 and the small business size standard is $25 million. This notification is not a request for quotation. The Government anticipates that there will be one (1) delivery order awarded for this requirement. The proposed performance period is one base year period and four option years for maintenance. ARRA funding will be used for the base year and the first option year only. The three subsequent option years will be implemented using non-ARRA funds.
