- Bids are being solicited under solicitation number Y76811X_01. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation is issued as an invitation for bids (IFB), unless otherwise indicated herein. If your company can provide the product/services listed on the solicitation and comply with all of the solicitation instructions, please respond to this notice. NASA SEWP IV Bids Only: Sellers bidding on this opportunity MUST have the items requested on an existing NASA SEWP IV contract. The Schedule must either be in the Seller's name or the Seller must be able to document its ability to act as an agent of a partner's Schedule. Sellers must not bid more than their applicable contract ceiling price, excluding the FedBid Fee, for contract-specific items. If FedBid receives notice that, due to inclusion of the FedBid Fee, the Selected Bid's line item pricing is higher than the Selected Seller's applicable published government contract pricing, the FedBid Fee will be reduced to ensure the Selected Bid's line item pricing does not exceed the Selected Seller's applicable contract pricing. Sellers may offer Open Market items only in accordance with the approved Terms and Conditions of their respective NASA SEWP IV contract AND upon approval from the soliciting Contracting officer. Information regarding NASA SEWP IV contracts is available at <http://www.sewp.nasa.gov>. The FedBid system will automatically calculate SEWP fees to the Seller bid. This is viewable on the Seller's bid confirmation page prior to submittal. This requirement is unrestricted and only qualified sellers may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2009-09-01 12:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Arlington, VA 22230 The National Science Foundation requires the following items, Brand Name or Equal, to the following: LI 001, BASE YEAR: Sun Hardware Maintenance Renewal. Please see attachment (via FedBid) for all products covered. Period of Performance: 10/01/2009 - 9/30/10., 1, LOT; LI 002, OPTION YEAR: to cover all products in base year for 12 months, 1, LOT; For this solicitation, National Science Foundation intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. A Seller may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. National Science Foundation is taking this action in an effort to improve both seller access and awareness of requests and the agency's ability to gather multiple, completed, real-time bids. All responsible Sellers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Sellers that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. New equipment ONLY, NO remanufactured products Bid MUST be good for 30 calendar days after submission FOB Destination CONUS (CONtinental U.S.) No partial shipments unless otherwise specified Agencies may require registration with the Central Contractor Registry (CCR) or to receipt of order. Information can be found at www.ccr.gov Option year dates to be defined post award. All partners and sub-contractors on the bid must be Sun authorized service providers and/or Sun authorized resellers. Documentation proving this association with Sun must be provided with the bid. All the hardware technicians bid on the proposal must be fully qualified to work on complex Sun hardware and be fully certified by Sun. A list of technicians names and their certifications must be provided with the bid. The service provider shall use original/new OEM certified hardware and parts for all repairs and/or replacement of faulty components. The contractor will be asked to provide documentation that demonstrates the authenticity of the components. NSF will not accept the use of any grey or secondary market hardware to be used as replacement parts in the Agencys Sun server environment. The service provider shall as a stand-alone organization, have the right to access Suns Support Center, open Support tickets and escalate issues within Suns support organization on NSFs behalf. The service provider shall as a stand-alone organization, have the right to access Suns patch database for all software and operating systems patches that Sun has provided on NSFs behalf. The service provider shall as a stand-alone organization, have the right to access all of Suns proprietary diagnostic and support tools on NSFs behalf. The service provider shall as a stand-alone organization, have the right to access Suns spare part inventory, 24x7x365, and the right to transfer a warranty on spare parts. Offeror shall possess an exceptional record of past performance in providing hardware and software maintenance for SunFire servers and meet the minimum requirements outlined above. Offeror shall provide at least three references of an existing or prior contract under which it is or has successfully provided hardware and software support for Sun servers. The service organization will respond no later than 2 hours after a request for field support for Platinum level support, and 4 hours after a request for field support for Gold level support.
