Description
*Modified to change number of patients/questionnaires. The National Cancer Institute (NCI), Center for Cancer Research (CCR), Experimental Transplantation and Immunology Branch (ETIB), plans to procure on a sole source basis with Medical College of Wisconsin, 870 Watertown Plank Road, P.O. Box 26509, Milwaukee, WI 53226. The contractor shall provide data collection on the efficacy of PCP Prophylaxis Agents (TMP/SMX) in BMT Patients. The North American Industry Classification System Code is 541712 and the business size standard in 500 employees. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Period of performance shall be for one base year with one twelve month option period. ETIB) is responsible for the oversight of biomedical research protocols for transplant and/or oncology clinical trials within the Clinical Cancer Research Division from concept to execution and data analysis including standard and ad hoc reports, and study monitoring and data collection. Additional support is needed to include collection of data from numerous cancer centers across the US on the efficacy of PCP prophylaxis in adult and pediatric bone marrow transplant (BMT) patients that have been treated with trimethoprim/sulfamethoxazole (TMP/SMX). The contractor shall provide questionnaires in the FormsNet application as developed by Center for International Blood and Marrow Transplant Research (CIBMTR) consisting of data collected on 786 patients in order to add critical information to the existing national data base. This particular requirement is needed to provide a large cohort of patient data needed to address the issue of prophylaxis of patients with precision. Data will be collected by way of already established CIBMTR questionnaires. 197 questionnaires regarding patients developing PCP and 589 questionnaires regarding patients not developing known PCP in the post-BMT period are required under this contract. Federal law mandates the submission of bone marrow/peripheral blood stem cell transplant data from all institutions carrying out transplant therapy for patients. CIBMTR holds the contract from the federal government for receiving and storing such information. No other body serves this purpose, making CIBMTR the sole repository of information in the United States concerning bone marrow/peripheral blood stem cell transplant data from across the country. CIBMTR has been awarded responsibility for managing standard outcomes datasets required by the Health Resources and Services Administration (HRSA) for the Stem Cell Therapeutic. The Medical College of Wisconsin Cancer Center (MCW) is the grant holder from the CIBMTR to collect data from the various cancer centers in the US that have studied prophylaxis in PCP patients. CIBMTR brings together the expertise and unique resources of two leaders in the field of blood and marrow transplant research: the National Marrow Donor Program (NMDP), and the data and coordinating center for the Bone and Marrow Transplant Clinical Trials Network (BMT CTN). The Medical College of Wisconsin (MCW) is the primary point of funding for the reimbursement of data received via FormsNet through collaborative agreement U24 CA076518 with the National Cancer Institute. MCW has a formal affiliation agreement with NMDP and subcontracts with them for forms reimbursement services. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office on or before 11:00 am ET on September 3, 2009 to Melissa Marino, Contract Specialist. All questions must be in writing and can be faxed to 301-402-4513 or sent via email to marinome@mail.nih.gov. It is the vendor's responsibility to ensure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered in and have valid certifications in the Central Contractor Registration (CCR), www.ccr.gov and the Online Representations and Certifications Application (ORCA) www.orca.bpn.gov.
