- The U. S. Department of State intends to award a sole source contract to Kearney and Associates, Inc., located at 17477 Stevensburg Rd., Culpeper, VA., to dismantle, install and ship an existing exhibition, Celebrating the 225th Anniversary of the Great Seal of the United States: Past Present, and Future, which Kearney and Associates (Kearney) designed, fabricated and installed in the U.S. State Department’s, U.S. Diplomacy Center. The exhibition is a 12 panel-traveling-exhibition that includes panel mounted vitrines containing artifacts to commemorate the 225th Anniversary of the Great Seal of the United States. The exhibition consists of graphic panels, replica artifacts, vitrine and framework for the panels. Kearney initially competed for the design, fabrication and installation of this exhibit in 2007. They offered a unique system in which the exhibit is self contained with its own packing crate for shipping purposes. They have also successfully shipped and installed the exhibition in several different venues on behalf of the U.S Diplomacy Center. The Department proposes to enter into this contract under the authority of 41 U.S.C. 253(c) (1) only one available source and no other supplies or services will satisfy the Department’s requirements. The authority must be cited because Kearney was the original designer, fabricator, installer and shipper of the exhibition making them the most familiar with the U.S Diplomacy Center’s requirements for handling and shipping their complex traveling exhibition. This vendor brings a unique experience in performing these tasks that have not been completed by any other vendor. Should another vendor be awarded this contract, it is likely that Kearney would have to be consulted on how to dismantle, install, pack and properly ship the exhibition. This notice is neither a request for competitive proposals nor a solicitation of offers. A determination by the Government not to compete this requirement is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
