- Description
- The Department of Veterans Affairs, VA Boston Healthcare System, has a requirement for Hyper care software maintenance and support for 18 dialysis units located at the Jamaica Plain and West Roxbury campuses. It is the Governments intention to solicit and negotiate only with this source. Please refer to the Sole Source Justification. This is not a solicitation; it is notice of intent to sole source a requirement. Inquires/information received after established deadline of August 26, 2009 12noon EST shall not be considered. The submission of any data for review shall not impede award of this contract as planned. The Government does not intend to pay for information solicited. This synopsis is issued pursuant to FAR 6.302-1. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION 1.Identification of the agency and the contracting activity. V.A MEDICAL CENTER, BOSTON, MA. (SUPPLY OFFICE) 2.Nature and/or description of the action being approved. SOLE SOURCE PROCUREMENT FOR DIALYSIS SOFTWARE MAINTENANCE SERVICES TO SUPPORT 18 STATIONS LOCATED AT THE WEST ROXBURY AND JAMAICA PLAIN CAMPUSES 3.Description of the supplies or services required to meet the agencys needs (including the estimated value). THIS SERVICE IS FOR 18 PATIENT DIALYSIS UNITS THAT INCOPORATE HYPERCARE SOFT WARE FOR PATIENT RECORDS AND DATA STORAGE. THIS SOFTWARE IS PROPRIATARY TO FRESENIUS AND IS NEEDED FOR MAINTAINENCE AND UPGRADE PROCEDURES ACCORDING TO CAP, VA AND JCHAO REG'S. THE COST FOR THIS SERVICE IS $8,000. 4.Identification of the statutory authority permitting other than full and open competition. FEDERAL ACQUISTION REGULATIONS, - ONLY ONE SOURCE AVAILABLE REF: FAR 6.302-1 5.Demonstration that the proposed contractors unique qualifications or the nature of the acquisition requires use of the authority cited. THIS SOFTWARE IS PROPRIATARY TO FRESENIUS AND IS NEEDED FOR MAINTAINENCE AND UPGRADE PROCEDURES.ACCORDING TO CAP, VA REGS. 6.Description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a Federal Business Opportunities notice was or will be publicized as required by subpart 5.2 (copy attached) and, if not, which exception under 5.202 applies. YES A NOTICE WILL BE POSTED TO FEDBIZOPPS IN ACCORDNACE WITH 5.202(a)(13) 7.Determination by the contracting officer that the anticipated cost to the government will be fair and reasonable. THIS DETERMINATION WILL BE MADE AT TIME OF AWARD. 8.Description of the market survey conducted (i.e., names of firms and the date(s) the firms were contacted) and the results or a statement of the reasons a market survey was not conducted. THIS SOFTWARE IS PROPRIATARY TO FRESENIUS AND IS NEEDED FOR MAINTAINENCE AND UPGRADE PROCCEDURES.ACCORDING TO CAP, VA 9.Any other facts supporting the use of other than full and open competition, such as an explanation why technical data packages, specifications, engineering descriptions, statements of work, or purchase descriptions suitable for full and open competition have not been developed or are not available. THIS CONTRACTING ACTIVITY WILL CONTINUE TO ENCOURAGE FULL AND OPEN COMPETITION WHENEVER POSSIBLE. 10.A listing of the sources, if any, that expressed, in writing, an interest in the acquisition. NONE TO DATE. 11.A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required. THERE ARE NO OTHER KNOWN SOURCE AVAILABLE WHO CAN PROVIDE THESE SUPPLIES/SERVICES. THERE IS NO OTHER KNOWN COMPETITION AVAILABLE.
