Description
The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Infections and Immunoepidemiology Branch (IIB), plans to procure on a sole source basis with New York University School of Medicine, 6027 W. VAMC 423 East 23rd St., New York, NY 10010. The contractor shall provide support in regards to Helicobacter pylori seropositivity and risk of lung cancer. The North American Industry Classification System Code is 541720 and the business size standard in $7.0M. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Helicobacter pylori (HP) has an established role in the etiology of gastric cancer and duodenal ulcer, and a suggested role in a variety of other conditions including chronic bronchitis and bronchiectasis. It has been suggested as a risk factor for lung cancer. IIB conducts intramural research in the areas of infections and cancer. IIB is currently examining the hypothesis that HP is associated with the risk of lung cancer. To evaluate seropositivity to antibodies against HP in lung cancer cases from the Alpha-Tocopherol, Beta-Carotene Cancer Prevention Study (referred to henceforth as ATBC), the branch requires the purchase of services for measurement of immunoglobulin G antibodies against HP whole-cell and CagA antigens in serum using the most sensitive and specific method. The contractor shall test for immunoglobulin G antibodies against HP whole-cell and CagA antigens in 250 lung adenocarcinomas, 250 lung squamous cell carcinomas, and 500 controls using ELISAs. New York University School of Medicine has previously done similar studies. All the assays in those studies were done in the laboratory of Drs. Perez-Perez and Blaser of the NYU School of Medicine. It is essential that the results of this study be comparable to the previous studies to have a sound scientific overall result. NYU School of Medicine and Drs. Perez-Perez and Blaser have been the world pioneers of this assay and have the most well equipped laboratory in the world for such assays. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office on or before 11:00 am ET on September 3, 2009 to Melissa Marino, Contract Specialist. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered in and have valid certifications in the Central Contractor Registration (CCR), www.ccr.gov and the Online Representations and Certifications Application (ORCA) www.orca.bpn.gov.
