Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of the Federal Acquisition Regulation (FAR) Subpart 6.302-1, with Time, Incorporated; Dba, Time Magazine, of New York, New York. The Baldridge National Quality Program (BNQP) intends to increase the number of new applicants for their Board of Examiners and promote NIST's annual Quest for Excellence Conference. According to The Malcolm Baldridge National Quality Improvement Act of 1987 - Public Law 100-107, the Program was created to help improve quality and productivity by: a. helping to stimulate American companies to improve quality and productivity for the pride of recognition while obtaining a competitive edge through increased profits; b. recognizing the achievements of those companies that improve the quality of their goods and services and providing an example to others; c. establishing guidelines and criteria that can be used by business, industrial, governmental, and other organizations in evaluating their own quality improvement efforts; and d. providing specific guidance for other American organizations that wish to learn how to manage for high quality by making available detailed information on how winning organizations were able to change their cultures and achieve eminence. The Program intends to place advertisements with the following specialty publications/websites in order to widely disseminate information about NIST's annual Quest for Excellence ® conference and our Board of Examiners volunteer opportunities. These specialty publications will reach the largest possible audience of quality decision-makers: • Fortune Magazine The above publications are the only sources available to increase the number of new applicants for BNQP's Board of Examiners and promote NIST's annual Quest for Excellence Conference. The North American Industrial Classification system (NAICS) code for this acquisition is 511120, and the size standard is 500 employees. No solicitation package will be issued. This notice is not a request for competitive proposals; however, interested persons may identify their interest and capability to respond to this requirement. Inquires will only be accepted via email to Jennifer.lohmeier@nist.gov. The government will consider responses received by 1:00 p.m., EST, 08/31/09. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. No telephone requests will be honored.
