Description
In accordance with Federal Acquisition Regulation (FAR) 52.215-3, "Request for Information or Solicitation for Planning Purposes" This Sources Sought (SS) Notice is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). Requirement: The Department of Veterans Affairs, National Energy Business Center (VA-NEBC) is seeking to fulfill the mandated federal agency energy management requirements of utility metering installation as stated in the Energy Policy Act of 2005 (EPAct2005), Executive Order (EO) 13423 "Strengthening Federal Environmental, Energy and Transportation Management" (January 2007), and the Energy Independence and Security Act of 2007 (EISA 2007). The VA-NEBC is seeking potential sources to complete the design and installation of an integrated utility metering system. The Metering System must include the design, documentation, installation (all equipment, tools, materials, travel, and supplies to install the meters and make fully operational), testing, and training of the Metering System and software. Utility meters shall include steam, chilled water, natural gas, and water meters. The Metering System shall be fully integrated and functional with the VA web-based remote monitoring system that was installed with the Pilot Meter Project. The specific objectives of the Utility Metering program are to:1.Be expandable and open protocol - capable of accepting any manufacturer's meters that meets standard industry protocol, and compatible with VA web based remote monitoring system. 2.Be user-friendly and easy-to-expand and update by local medical center staff - training to be provided if necessary.3.Encompass a full service solution that permits data to be reported to a data aggregation and analysis system function and accessed at the local, network administration and corporate levels. This project will take place at the Veterans Integrated Service Network (VISN) 1 through 23, except VISN 10 (VA Healthcare System of Ohio) and VISN 22 (Desert Pacific Healthcare Network) and all regions for the Veterans Benefits Administrations (VBA). This equates to approximately 153 medical centers and four (4) VBA sites nationwide. VA's inventory includes over 5,000 owned buildings and about 150 million gross square feet nationwide. NAICS 237130 (size standard $33.5 million) applies Submittal information required: Respondents shall provide a general capabilities statement to address the following information: 1.Please provide no more than five (5) contracts that your company has performed for this same or similar requirement and of comparable size, complexity and scope. Please identify whether you performed as a prime contractor, sub-contractor, teaming partner, or as a project manager. Please be specific and provide a complete reference to include at a minimum the project name, contract award amount, building use (e.g., medical facility), start and completion dates for design and installation, and the project owners' contact information. 2.If your company has performed on contracts for the Government for this same or similar requirement, please provide the type of contract (i.e., firm-fixed-price, cost reimbursement, etc.) and whether it was classified as construction, services, or other. 3.Please identify your company's number of years in business; affiliate information, parent company, and joint venture partners. 4.Respondents shall provide the company's resumes, not to exceed two (2) pages each for key personnel that would be involved in the project and their respective roles. 5.Respondents shall provide possible teaming partners or sub-contractors that would be involved in the project, their size status and the estimated percentage of total value of contracted work that will be performed by the prime, subcontractor and/or contractor teaming arrangement. 6.Provide company business size as designated by the NAICS association and the U.S. Small business Administration and status (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, Women-Owned Small Business, Hub Zone Small Business, etc.). 7.If the VA-NEBC decided to solicit one (1) contract for all the locations listed above, would this requirement be too large for your company to perform on? If this requirement was divided into multiple regions, or VISNs, would it be more practical for your company to submit an offer? 8.Please provide insight on what solicitation information your company would need in order to provide a firm-fixed-price offer. For example: Full drawings and specifications, 30% drawings, site visits, etc. 9.Provide the prime contractor's available bonding capacity in calendar year 2010. 10.List the top three technical, cost and schedule risks that may be encountered and the process for managing/mitigating the risks. It is requested that interested contractors submit a response (electronic submission) of no more than 5 pages in length, single spaced, 12 point font minimum that addresses the above information. Key Personnel resumes are exempt from the page limit requirement. Please also include a cover page which includes, at a minimum, the company's name, address, Dunn & Bradstreet number, socio-economic status, point-of-contact name, phone number, and e-mail address. Responses must include the SS number and project title in the subject line of their e-mail response. Submissions (responses) shall be received by no later than August 31, 2009 at 12:00 P.M., Eastern Standard Time (EST). Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the respondents. At this time no solicitation exists; therefore, please do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOps at https://www.fbo.gov. It is the potential offeror's responsibility to monitor this site for the release of any solicitation or synopsis. Respondents will not be notified of the results of the evaluation. The Government reserves the right to consider a small business, SDVOSB, VOSB or 8(a) set-aside based on responses hereto. Contractors having the skills and capabilities necessary to perform the stated requirements should forward an e-mail only to the primary point of contact listed below.
