- The US Army Corps of Engineers, New York District intends to issue an Invitation for Bid (IFB) to award the Ambrose and Anchorage Channel Navigation Improvement 50-foot project, Contract 9 (S-AM-2B & S-AN-1B), New York and New Jersey. The project consists of the dredging and placement of non-rock HARS. The non-rock materials suitable for the HARS placement will be placed at the designated HARS site and/or two upland sites. This solicitation is being conducted under the Simplified Acquisition Procedures specified under FAR Part 13. This solicitation is UNRESTRICTED and open to all prospective bidders. All bids must be received in a timely manner in order to be considered. The IFB will be evaluated based on price with award being made to the lowest responsible offeror. The associated NAICS Code is 237990 and the small business standard size is $20.0 million. The SIC CODE for this project is 1629.The contractor will be required to commence work within five (5) calendar days after the date of receipt of Notice to Proceed, to prosecute said work diligently and to complete the basic work ready for use no later than three hundred ten (310) calendar days after the receipt of the Notice to Proceed. The estimated cost range for this project is $25,000,000.00 to $50,000,000.00. Plans and specifications for the subject project will be available on or about 11 August 2009. Bid opening is scheduled for on or about 10 September 2009 at 2:00 P.M. in Room 1841 of 26 Federal Plaza, New York, N.Y. 10278-0090. Large business concerns must submit as part of their bid a subcontracting plan for this project in accordance with FAR Clause 52.219-8 and FAR Clause 52.219-9. Failure to submit an acceptable subcontracting plan may make the offeror ineligible for award of the contract. The small business subcontracting goals for this procurement are 70% of the total subcontracting dollar value. Of that 6.2% should be placed with Small Disadvantaged Businesses, 7.0% with Women Owned Small Businesses, 9.8% with HUBZone Small Businesses, 3.0% with Veteran Owned Small Businesses and 0.9% with Service Disabled Veteran Owned Small Businesses. HUBzone Price Evaluation Preference will be applied IAW 52.219-4 entitled, Notice of Price Evaluation Preference for HUBZone Small Business concerns. The media selected for issuance of the synopsis/solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the Internet. Paper copies of this solicitation and amendments, if any, will not be available or issued. All vendors who want to access solicitations will be required to register with Central Contractor Registration (CCR) (www.ccr.gov) and Federal Business Opportunities (FEDBIZOPPS). Registration Requirements: DFARS 252.204-7004 Required Central Contractor Registration (CCR) applies to this procurement. Prospective contractors must be registered in the Department of Defense (CCR) Database prior to award. Lack of registration in the CCR will make an offeror ineligible to download the solicitation and for award. The Federal Acquisition Regulation requires that Past Performance Information (PPI) be collected on DoD contracts. The Government has now implemented a web-enabled application that collects and manages contractor past performance data. Effective 1 Apr 2007, the system, CONTRACTOR PERFORMANCE ASSESSMENT REPORTING SYSTEM (CPARS) requires both the contractor and government to submit their portion of the CPARS report via the internet for service contracts in excess of $1,000,000.00. More definitive quidance and instructions will be incorporated in the solicitation and resultant contract.
