Description
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1(a)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. MacDill Air Force Base, requires access to polling data obtained in calendar year 2005-2008 and subsequent periods which gives specific insight into population attitudes in the USCENTCOM Area of Responsibility (AOR) regarding such topics as national leadership, law and order, availability of food and shelter, availability of employment opportunities, general health and well-being, and opportunity for citizen engagement in self and national determination for at least 130 countries. We also require certain demographic data on the population polled which gives insight into current economic status, religious preference, ethnic origin, level of literacy, and educational background. Access to polling data on as many countries as possible from outside the USCENTCOM AOR is also necessary for comparative analysis purposes to properly value results from the USCENTCOM AOR and to show interaction with other areas of immediate concern that directly impact the USCENTCOM AOR. We require access to the above polling data using a statistical analysis software interface that allows for quantitative analysis of trends and interactions between different data streams for up to 12 analysts simultaneously. We require the ability to export key data from the dataset to MS Excel for incorporation into a Value Focused Thinking strategic assessment model and to create visual representations of data trends for briefings to senior decision makers. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by Monday, 24 August 2009, 9:00 a.m. EST will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. DEMONSTRATION THAT THE CONTRACTOR'S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE(APPLICABILITY OF AUTHORITY) If an award is not made on this procurement, USCENTCOM will have significant gaps in being able to adequately assess conditions in the strategic environment and then link those conditions to the degree of success at accomplishing missions directed by the Office of the Secretary of Defense. Consequences could be the misallocation of billions of dollars in resources and needless loss of human life. Since 2005-2008 is already completed, it is impossible to recreate such data relevant to that time period. It would be cost prohibitive and impractical to build a logistics tail to support collecting polling data from resident USCENTCOM assets as well for any future polling data collections. Additionally, obtaining such information from populations using military personnel could introduce bias into the data. Gallup, Inc. is the only polling company that has currently conducted and collected the wide-ranging poll data for the 130 countries. No other polling organization currently has the required data to be applied in the correct manner for the requirements' needs. Based on the current unusual and compelling urgency and the fact that the Gallup Organization 130-country World Poll took two years to accomplish, no new offers were solicited. CCJ8-AR has used Gallup World Poll TM data for the past year to provide insight and information to decision-makers at USCENTCOM. In accordance with FAR 6.302-2 (c) (2), FedBizOpps (FBO) will be used to locate any potential vendors that may be able to satisfy this requirement.
