Description
This is a pre solicitation notice with the intent to advertise for a Multiple Award Construction Contract (MACC) at NAVSTA Rota, Spain and various locations throughout the surrounding area. The Government intends for the MACC vehicle to be awarded as 3 to 5 contracts from a single solicitation. Resulting MACC contracts will be Indefinite Delivery Indefinite Quantity. The minimum guarantee for each offeror awarded a contract is ? 5,000.00. The contract duration consists of a one-year base period and four one-year option periods. The Not to Exceed (NTE) amount for the life of the MACC is ? 50,000,000. Task orders will be firm fixed price with an award range between ? 100,000 and ? 5,000,000, although smaller and larger projects may be considered. Task order statements of work will be for new construction, renovation/revitalization/alteration, and repair by design-build or by design-bid-build of buildings and related structures. Types of projects may include, but are not limited to: administration buildings, school buildings, hospitals, auditoriums, fire stations, gymnasiums, office buildings, hangars, laboratories, and parking structures. Requisite certificates of classifications for the MACC and seed project will be included in the solicitation. The seed project for the MACC is the removal of the existing HVAC system and installation of four new HVAC systems at Building 3231. Prospective offerors will have access to the solicitation and all applicable documents at EuroNECO Web Site. The solicitation is expected to be posted to EuroNECO on or about September 03, 2009. Proposals are expected to be due October 16, 2009, at 2:00 P.M. (CET). Dates are subject to change. Award will be based on a tradeoff (best value) source selection, considering evaluation factors that will be identified in the solicitation. At time of award the highest rated offeror will receive the seed project and the next most highly ranked offerors selected for contract award will receive the minimum guarantee. Unless otherwise indicated in the synopsis, the anticipated solicitation will only be advertised at https://euro.neco.navy.mil. It is offerors responsibility to check this site in order to be notified of any changes to this solicitation. All contractors proposing on Department of Defense Solicitations must be registered in the Central Contractor Registration (CCR) www.ccr.gov prior to award of any United States of America Department of Defense contract. In order to register in CCR, proposers must have a Dun and Bradstreet (DUNS) Number http://fedgov.dnb.com/webform and a Commercial and Governmental Entity (CAGE) Code (U.S. firms) or a NATO Commercial and Governmental Entity (NCAGE) code (foreign firms). http://www.dlis.dla.mil/Forms/Form_AC135.asp. The CCR requirement applies to all contract awards, regardless of the country where the work is performed. It is highly encouraged for prospective proposers to begin the CCR registration process as early as possible. The award will not be restricted to Small Businesses.
