AMENDMENT 2 The USDA Forest Service and the DOI Fish and Wildlife Service are working in partnership to produce a project that will improve the agencies’ relationship with the Southern Paiute and Chemehuevi Tribes that have cultural and historic ties to the Spring and Sheep Mountain Ranges. There are two primary deliverables expected from this contract. The first is the development of a consultation process between each federal agency and the Southern Paiute and Chemehuevi Tribes. Two distinct processes will be developed so that the Forest Service and the Fish and Wildlife Service can maintain distinct authorities over the lands that they each manage. These processes will outline roles and responsibilities for the U.S. Forest Service, Fish and Wildlife Service, and tribal representatives, particularly in regard to federal capital improvement projects, programs, and policies on the Spring Mountains National Recreation Area and the Desert National Wildlife Refuge. The second deliverable of this contract is a pair of resource management projects – one on the Spring Mountains National Recreation Area and another on the Desert National Wildlife Refuge. These resource management projects will provide an opportunity to evaluate components of the federal/tribal consultation process and will provide partnership opportunities between the agencies and the tribes. Any proposed resource management project must meet objectives of both the agencies and the tribes. The project must also incorporate active participation of the tribes. In addition to coordinating the resource management project, the contractor will also produce a monitoring plan to help ensure the protection of the resource being managed. A series of meetings will be included among the list of deliverables. These meetings will include both federal and tribal representatives in order to help facilitate development of the consultation processes and developing the resource management projects. Additional meetings between the individual Southern Paiute and Chemehuevi Tribes may also be necessary to develop acceptance among the various tribes. The projects will include the tribes as an integral component. A series of collaborative meetings between the agencies and the tribes will be held to facilitate the development of the agreements and the development and implementation of the resource management projects. The purpose of the resource management projects is to evaluate the components of the agreement and to provide partnership opportunities between the agencies and the tribes. The goal of this project is to improve the Forest Service and Fish and Wildlife’s relationship with the Southern Paiute and Chemehuevi Tribes on the Spring Mountains National Recreation Area and the Desert National Wildlife Refuge Complex. The project area includes the portion of the Spring Mountains managed by the Forest Service and the portion of the Sheep Range managed by the Fish and Wildlife Service. The project area excludes portions of the Desert National Wildlife Refuge which are part of the Nevada Test and Training Site and are co-managed by the U.S. Air Force. The ideal contractor will have demonstrated experience working with the Southern Paiute and Chemehuevi Tribes, who have cultural and historic ties to the Spring Mountains. This contractor would also have experience developing approaches that strengthen the interface between federal and tribal/indigenous governments. A successful contractor will have a strong working knowledge of Southern Paiute and Chemehuevi culture as well as awareness of the social and economic issues affecting the tribes. They will also be cognizant of the operating environment of federal agencies. Demonstrated experience with indigenous resource management strategies is also ideal. Essential to these qualifications is the ability to develop innovative projects with active tribal involvement that assist the federal agencies in fulfilling their management responsibilities in a culturally responsive manner. AMENDMENT 2 1. An amendment is being prepared to the RFP which will answer questions we have received since the original publication. The clarification amendment is taking longer for preparation than anticipated. THIS Amendment is simply an amendment extending the time for response. It is anticipated that the amendment for clarifications will be issued on Tuesday August 25, 2009. Therefore the we are extending the due date for proposals until 4:30 PM on Tuesday September 1, 2009 in order to give offerors time to read and make adjustments to proposals as they may deem necessary. If a proposal has already been mailed, the offeror may simply acknowledge the amendments, and send in any revisions they with to make, or acknowledge the amendments and note on Amendment 3 that there are no changes to your proposal. Whichever is appropriate. Amendment acknowledgements, and or revisions to proposals which were already mailed prior to the publication of this amendment may be made via electronic E-mail or FAX, providing you had already mailed your proposal PRIOR to the publication of this amendment. Proposals due on September 1, 2009 by 4:30 PM Local time.
