Description
The USCG Engineering Logistics Center has a requirement for the following items: 1) Continue Membership in the Cooperative Research Ships (CRS) Ship Structures Working Group for one (1) year. 2) Continue Membership in the Cooperative Research Ships (CRS) Ship Survivability Working Group for one (1) year. 3) Continue Membership in the Cooperative Research Ships (CRS) ECONOSHIPS Working Group for one (1) year. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format outlined in FAR Subpart 12.6, current through FAC 2005-36 (August 2009), and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The NAICS code for this solicitation is 541330 and the Small Business Size Standard is $4.5 Million. This acquisition is being solicited on an unrestricted basis. This synopsis/solicitation is issued pursuant to FAR 6.203-1 and HSAM 3006.302-1. The resultant purchase order will be awarded using simplified acquisition procedures in accordance with FAR 13.5. It is the Government’s belief that only Maritime Research Institute Netherlands (MARIN) can provide the benefits from the CRS’s efforts to further USCG’s understanding of both the physics of the hull and propulsor effiency as well as the influence of fouling on increased resistance and fuel consumption. These projects will continue the development of the propulsion and maneuvering analysis tools such as PROCAL, and COCGNAC and hydrodynamic programs such as PRECAL and PRETTI, which will enhance the performance of Coast Guard cutters in terms of fuel savings, physics of ship operating behavior in extreme sea conditions and heavy weather operator guidance. However potential sources other than MARIN desiring to furnish services are required to submit the following information: Data that the offered services have been satisfactorily provided to the U.S. Coast Guard, foreign navies, tow tank basins, ship builders, operators, and classification societies. This data must include sufficient information to allow the Coast Guard to evaluate the information relative to the above requirements. Concerns having the expertise and required capabilities to furnish the above services are invited to submit complete information discussing the same in duplicate within seven (7) calendar days from the date this Notice is published. Concerns that respond to this notice must fully demonstrate the capability to accomplish the above and are to supply pertinent information in sufficient detail to demonstrate a bona fide capability to meet the requirements. Inquiries/information received after the established deadline shall NOT be considered for this acquisition. The submission of this data for review shall not impede award of this purchase order. The Government does NOT intend to pay for information solicited. The following FAR Provisions apply to this solicitation. FAR 52.212-1, Instructions to Offerors-Commercial Items (June 2008); FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (August 2009). Offeror(s) must include a completed copy of FAR 52.212-3 with their quote If they have not completed the annual representations and certifications electronically at the ORCA website http://orca.bpn.gov. The following FAR Clauses apply to this solicitation. Offerors may obtain full text versions of these clauses electronically at www.arnet.gov.: FAR 52.212-4, Contract Terms and Conditions-Commercial Items (Mar 2009); FAR 52.212-5, Contract Terms & Conditions Required to Implement Statutes or Executive Orders-Commercial Items (August 2009). The following clauses listed within FAR 52.212-5 are applicable: 52.225-1, Buy American Act-Supplies (Feb 2009)(41 U.S.C. 10a-10d); 52.225-13, Restrictions on Certain Foreign Purchases (Jun 2008); 52.232-33, Payment by Electronic Funds Transfer—Central Contractor Registration (Oct 2003)(31 U.S.C. 3332). The following items are incorporated as addenda to this solicitation: HSAR 3052.209-70, Prohibition on Contracts with Corporate Expatriates (Jun 2006). (g) A copy of the approved waiver, if a waiver has already been granted, or the waiver request, if a waiver has been applied for, shall be attached to the bid or proposal. All responsible sources may submit a quotation, which if timely received, shall be considered by the Agency. Companies must have valid DUNS numbers and be registered with Central Contractor Registration (CCR) and shall provide the company Tax Information Number (TIN) with their offer. The closing date and time for receipt of quote is 2 September 2009, at 1 p.m. Eastern Standard Time.
