- On behalf of the U.S. Army Research Institute (ARI) and in accordance with FAR subpart 6.3, the Contracting Center of Excellence (CCE) intends to award a sole source contract under the authority of 10 FAR 8.405-6-1(b)(1) Only one source is capable, to HumRRO, 66 Canal Plaza Center, Suite 400, Alexandria, VA 22314, to develop and operationally evaluate a new selection measure for awarding four-year ROTC scholarships to those likely to complete ROTC and become commissioned officers. This contract will evaluate the operational usefulness of the new test, which previously was validated in a research setting, as a precursor towards test implementation. This contract will a) collect test data on ROTC applicants to establish an operational validity database, b) analyze the data to determine the relationship between test scores and subsequent enrollment/continuation in ROTC, and c) determine how best to integrate the new test into the current ROTC scholarship application process. HumRRO has previously supported this research on two competed delivery orders. This action will result in a Firm-Fixed price contract with a period of performance of twelve (12) months from date of award. This notice of intent to award a sole source contract is not a request for competitive proposals. There is NO solicitation document. No RFP will be available for competitive proposals.
