- Description
- NASA/JSC has a requirement to modify an existing 1.8% scale model of the SpaceShuttle Orbiter with additional instruments and protuberances to match those present onthe boundary layer transition flight experiment. Experiments would be performed toobtain data to allow for comparison with the flight environment, engineering tools, andstate of the art computational results. NASA/JSC intends to purchase the items from Calspan University of Buffalo Reserach Center(CUBRC). CUBRC possesses several capabilities that make it unique from other wind tunneltesting facilities. These capabilities include (1) the ability to instrument test modelswith very small and densely spaced instrumentation to measure heat transfer rates, (2)the ability to test at enthalpy levels most representative for a wind-tunnel testfacility, and (3) the ability to test at freestream Mach numbers up to Mach 30. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 28, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
