- Description
- NASA/GSFC has a requirement for engineering support to determine the scope and costschedule of refurbishing the Earth Polychromatic Imaging Camera (EPIC) instrument. Duringthe EPIC Discovery Phase, the contractor shall provide the management, facilities, andtechnical expertise required to perform the following tasks:Participate in the EPIC magnetic properties test and analysisRecover data and participate in the EPIC stray light analysisCollate EPIC records and Ground Support Equipment (GSE)Conduct the EPIC Aliveness/Functional TestParticipate in discussions with the scientists to define EPICs ability to meetscience requirementsNASA/GSFC intends to purchase the items from LOCKHEED MARTIN SPACE SYSTEMS COMPANY(LMSSC). LMSSC originally designed, built and tested the EPIC instrument. When themission was de-manifested in 2001, the project and their contractors archived files andput critical equipment into secure storage. Part of this task is to recover those recordsand inventory the material necessary for refurbishing and retesting the instrumentsThis recommendation is made pursuant to FAR 13.106, for the acquisition of supplies orservices determined to be reasonably available from only one source.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.All contractual and technical questions must be submitted in writing via e-mail tokeva.r.crossen@nasa.gov no later than August 31, 2009 or via facsimile 301-286-5373.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon September 5, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications [ARE NOT] acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
