- NASA/GSFC has a requirement for engineering support to determine the scope, costand schedule of refurbishing the National Institute of Standards and Technology AdvancedRadiometer (NISTAR) instrument. The contractor shall provide the management, facilities,and technical expertise required to perform the following tasks:Reconstitute Ground Support Equipment (GSE)Collect and organize GSE from L-1, NIST and GSFCVerify GSE operation; fix or repair as required for a powered operational test ofNISTAR to be performed at L-1.Verify Flight SW status and development system operationConduct full operational tests of NISTARDevelop work plan and QA tracking plan for tests and operationsVerify flight SW performanceVerify science and engineering data qualityVerify GSE control and communication with NISTARVerify optical and mechanical operation (aliveness only, not calibration)Document results of operational test resultsReview development status of the data reduction algorithms and offer a plan forremaining effort.Address any past open items, such as thermal blanket performance.Develop a plan to fully recertify NISTAR.NASA/GSFC intends to purchase the items from L-1 STANDARDS AND TECHNOLOGY, INC. NASA hasbeen given an earmark to refurbish the Earth Science instruments on the Deep SpaceClimate Observer (DSCOVR). The Co-Investigator was involved with the original calibrationand operation of the NISTAR instrument and is currently the only individual who possessesthe knowledge necessary for performing the recalibration of the instrument. L1 Standardsand Technology is the only source for developing an accurate cost estimate.This recommendation is made pursuant to FAR 13.106, for the acquisition of supplies orservices determined to be reasonably available from only one source.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.All contractual and technical questions must be submitted in writing via e-mail tokeva.r.crossen@nasa.gov no later than August 31, 2009 or via facsimile 301-286-5373.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon September 5, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications [ARE NOT] acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
