Description
Solicitation/Specifications This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. An RFP, price schedule, and ancillary documents for the required services for this proposal are attached to this combined synopsis/solicitation. The General Services Administration, Northeast and Caribbean Region intends to award a firm-fixed price, on behalf of the Health Facility Project Office (HFPO), Navy Medicine National Capital Area, National Naval Medical Center (NNMC), Bethesda, MD, in response to the attached solicitation for the Project Management, identification of Initial Outfitting (IO) requirement, procurement of the IO requirement and consolidated delivery of procured equipment. The service required will to be performed consists of 3 phases: •Phase I is the identification of the IO required to complete the outfitting of the General Surgery Clinic. The Government will provide the contractor with a generic Joint Stock Number (JSN) IO requirements list generated from the Space Equipment Planning System (SEPS). The contractor will produce a procurement ready listing of equipment that meets the standards of the latest version of the Military Standard 1691, Construction and Material Schedule for Military Medical and Dental Facilities. This list will be approved by HFPO prior to procurement. This phase must be completed with in 30 days of contract award. •Phase II is the procurement of the IO requirements developed in the first phase. The contractor will procure the approved IO items on a cost plus management fee basis. The contractor will provide electronic (world wide web accessible) tracking of the procurement process - the HFPO must be able to determine the procurement status (what stage of procurement to include delivery dates) of any equipment item on the approve IO listing. This phase must be completed with in 20 days of completion of phase I. •Phase III is the coordinated delivery of all the items procured in phase II to meet the outfitting dates of the General Surgery Clinic project. NNMC does not have warehousing available on site - the contractor will have to coordinate with vendor's the specific delivery dates or arrange for warehousing prior to delivery. This phase must be completed to coincide with the completion of the General Surgery Renovation Project, but no later then 01 October 2009. The successful offeror will be responsible for all phases. This procurement is restricted to Service-Disabled Veteran-Owned Small Business Concerns only, IAW FAR Subpart 19.1405. The procurement method for this requirement shall use the evaluation procedures outlined IAW FAR Subpart 13.106-2. An award shall be made to the proposal that is evaluated to provide the best value to the Government for this effort utilizing the Trade-Off method approach. This approach provides that noncosts/nonprice factors are more important than costs/price factors. The factors are: (1) Technical Approach, (2) Past Performance, and (3) Price. The due date and time for proposals is 14 Sep 2009, at 1700 hours local time. Proposals submitted electronically or by hardcopy must be received by the due date and time. Questions must be received NLT 27 Aug 2009 at 1700 hours local time. Required Central Contractor Registration (CCR) applies to this procurement. To be eligible for award prospective contractors must be registered in the CCR Database prior to award. Lack of registration in the CCR database will make an offeror ineligible for award.
