Description
This is a sources sought announcement in anticipation of a potential future procurement program. The Naval Sea Systems Command is conducting market research to determine industry capability and interest in manufacturing main reduction gear (MRG) shipsets for DDG 51 Class Destroyers. The Government is seeking responses from sources that can manufacture three ship sets of DDG 51 Class main reduction gears with the potential option to provide additional shipsets for future DDG 51 class ships procured in FY 12-15 and two ship sets of battle spares. The first main reduction gear must be delivered in July 2012 with subsequent ship sets being delivered at six months intervals afterwards. The MRGs would be procured as Government Furnished Equipment and would be delivered to the DDG 51 Class Shipbuilders. A DDG 51 Class MRG shipset consists of two gear assemblies. Each DDG 51 Class MRG is rated at 51,550 shp. Two LM2500 gas turbines are coupled to a double-helical, locked train, articulated double reduction gear assembly, with a reduction ratio of 21.3746 to 1. Each gear mesh incorporates two gear helices on each pinion and gear, with the helix angles in opposition in order to eliminate axial thrust. Locked train insures no gear is permitted to rotate independently. The reduction occurs via two stages; each of the two gas turbines is coupled to a high speed pinion via a Synchro Self-Shifting (SSS) clutch. Each pinion drives two intermediate gears. Each intermediate gear is coupled to a second reduction pinion. Each of the four second reduction pinions drives the low speed (bull) gear. The intermediate gears are coupled to the second reduction pinions via a quill shaft and flexible coupling (articulated gearing). Each reduction gear assembly contains two high speed pinions, four intermediate gears, four second reduction pinions, one low speed gear, four thrust bearings, and 26 journal bearings. Ten isolation mounts support the reduction gear assembly; six vertical, two fore-and-aft, and two athwart ship. Each gear assembly includes a dehumidifier, a turning gear and motor, two power turbine brakes, and two attached oil pumps. The pinion and gear teeth are hardened and ground, permitting a high power to weight ratio. The reduction gear casing is a one piece welded structure made of heat treated carbon manganese steel. The casing contains bolted cover plates mounted over each of the rotating assemblies. Port and starboard gear assemblies are installed in the ship in reverse orientation. The weight of the gear, including all hardware provided by the Seller, shall not exceed 125,000 lbs. Space limitations will be provided in further documentation. The Government plans to provide releasable portions of the following information electronically to responders of this sources sought announcement: 1. Performance Specification2. Propulsion Gear Assembly Specification Non-domestic manufacturers are invited to respond and should provide the Country of Origin (City and country of actual producer of supplies or firm providing services) to facilitate the release of the above information. Additional information from the responder may be required in accordance with existing regulations prior to release of the above information. Interested companies should submit, on company letterhead, a notice of interest including the name, telephone number, mailing address, and e-mail address of one point of contact to Commander, Naval Sea Systems Command,Attn: LCDR Bryan Lundgren SEA 02231. Please scan your letter of interest and e-mail it to bryan.lundgren@navy.mil with "MRG Sources Sought Response" in the subject field. The notice of interest should include a brief description of your company and its capabilities as they relate to the requirements set forth on this Announcement. Information provided shall be treated as Business Sensitive or confidential to the responder, exempt from public release under the Freedom of Information Act. All information shall be provided free of charge to the Government. NAVSEA may request further information regarding the capabilities of respondents to meet the requirements set forth in the Announcement. The Government intends to offer an Industry day to field questions and to provide information on 11 September 2009 at the Washington Navy Yard. No telephone inquiries will be accepted and requests for solicitation packages will not be granted, as a solicitation has not been prepared at this time.
