Description
The U.S. Department of Commerce, NMFS Southeast Fisheries Science Center intends to award a Purchase Order to Dr. Charles Peterson, University of North Carolina Institute of Marine Sciences, Morehead City, NC to identify and quantify the impact of derelict crab pots on species and habitats. The project will focus its efforts in the southeastern portion of the state in selected study areas and waters less than 12 ft deep along the North Carolina coast. Dr. Charles Peterson is a long-time academic scholar and scientific researcher. Dr. Peterson has the access to University of North Carolina Institute of Marine Sciences resources that are critical to conducting our project. This includes waterside location, water access with docks, boats, lab and field equipment, and experimental lagoons. His facilities situated in Morehead City at the upper end of the study area of our project to conduct the surveys essential to this project. The experimental lagoons located on the Institute of Marine Sciences property will enable the experiments planned in this project to be conducted at much less expense that if they were conducted in the field. As a member of the faculty Dr. Peterson draws on the assistance of graduate students with various useful skills to enhance the project. Dr. Peterson lends an academic and scientific rigor to the project that ensures the results. He adds a strong statistical capability to the overall project. His prior experience with this type of project includes experimental assessments of processes in estuaries and conducting research in marine fisheries and conservation ecology. His primary research focus is on marine communities, habitats, and ecosystems based on sedimentary bottoms, including the habitat of the blue crab fishery. It is essential that NOAA obtain the services of Dr. Peterson in the North Carolina Derelict Crab Pot project Dr. Peterson has published 19 papers that help to support his background of expertise relative to the tasks to be undertaken in this project.. There is no other known source to the government that would be able to provide this type of service effectively or efficiently. MINIMUM TASKS REQUIRED: The following research experience and capability requirements must be met by eligible contractors. Acquire materials for designing stratified random survey Summarize fishery catch statistics by NC NOAA Statistical Area crab pot peeler crab pot Obtain bathymetric overlay Determine total area (size) of the coastal area of appropriate habitat (<12 ft) and within 250 m of shoreline, another distance from shoreline boundary (tentatively 1000 m) Select specific survey areas Develop a stratified random design and mechanism for random selection Conduct surveys, mainly without pulling pots, throughout the fall winter months as weather permits, Pull derelict pots and inventory contents throughout the spring and summer months, taking a subsample in areas previously surveyed. Record same information as in 4.0, and also inventory pot contents Conduct controlled experiments in selected field area where the provider initially removse derelict crab pots and follows recruitment of derelict crab pots to the area Conduct controlled experiments in man-made coastal lagoons or selected field areas Investigate approaches to determining recreational crab pot statistics for future work Investigate approaches to addressing the peeler crab fishery issues for future work. Prepare investigation results Estimate ages and states of degradation of derelict pots in the water and their potential for capturing target and non-target bycatch species Provide observations of the potential for animal mortality due to ghost fishing Provide observation of effects of derelict crab pots or stored active crab pots on habitat Provide information that can be used to design a survey of the recreational crab pot fishery Provide information that can be used to design a survey of the peeler crab fishery. Organize the information into a final report The period of this contract should be 18 months after the date of award. This is a small business set-aside. The NAICS code for this action is 541990. Small business size standard shall not to exceed $7.0M. To be considered, firms must furnish detailed information concerning their capability to provide the services and satisfy or exceed the Government's needs. Such information shall include, at a minimum, name, telephone number and address of concerns for whom you have furnished this service previously, and detailed narrative that described your facility and ability to provide this service. This notice is for a service for which the Government intends to solicit and negotiate with only one source The University of North Carolina Institute of Marine Sciences. The Eastern Region Administrative Division (ERAD), requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR).
