Justification for Other Than Full and Open Competition 1. Identification of the Program Office. Western Area Power Administration (Western) Desert Southwest Region (DSW) 615 S. 43rd Avenue Phoenix, AZ 85009 Attn: Nancy Ruiz (G5020) 2. Description of supply or service required to meet the agencys needs. This is a Brand Name acquisition for Fire Retardant (FR) Clothing. This acquisition will include an initial consultation with management and employees; quantity and style to be provided. Initial set-up will include measurement of employees, embroidery of company Logo, and delivery of clothing to include locations at the identified sites where employees are located. The Contractor shall provide one overview session of the FR Clothing Program to no more than 100 agency participants in order to identify the proper use of clothing. Provide initial start-up support for new employees hired in order to remain consistent with original FR clothing procured. 3. The rationale or circumstances for limiting competition. Through our Wear Trials, our Craft employees determined that the Tyndale and DriFire products were more comfortable and suitable for our extreme climate. The DriFire silk weight undershirt will be considered as part of the recommended line of clothing in case there is a need to layer up to a FR level 2 arc flash situation. In order to meet our safety requirements for our FR Program and to find clothing that will work in the Arizona climate, it is recommended that we go with the line of clothing that would meet the Craft Employee needs when working out in the field. The recommended line of clothing will include the Tyndale brand of button down Level 1 shirts, and pants, and DriFire Level 1 silk weight undershirt. These products are compliant with NFPA 70E, a voluntary standard published by the National Fire Protection Association, that establishes thresholds for worker protective apparel based on exposure to arc hazard risk and is designed to protect workers that install, maintain or repair electrical systems. Compliance with NFPA is highly recommended by OSHA.
