FBO ANNOUNCEMENT: COMBINED SYNOPSIS/SOLICITATION ACTION CODE: <SPECIAL NOTICE> CLASSIFICATION CODE: 66 – Laboratory Equipment and Supplies SUBJECT: Initial Lot of 40 AMI C5F/N Integrated Circuits SOLICITATION NO.: NB812060-9-06416 RESPONSE DATE: August 21, 2009 CONTRACT POINTS: Monique Speights, Purchasing Agent, 301-975-8855 DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under the authority of FAR 13.106.1, with University of Southern California Inc., The Mosis Service,of 4676 Admiralty Way, 7th Floor, Marina Del Ray, CA 90292-6601, for the purchase of an Initial lot of 40 AMI C5F/N Integrated Circuits. The area measurement is 16mm^2. Sole Source determination is based on the following: NIST currently uses Mosis CMOS-Compatible with MEMS devices, in the Semiconductor Electronics Division. The Mosis division of The University of Southern California, Inc. is the only vendor in the USA that can fabricate the CMOS compatible MEMS devices. The Mosis Service is a non-profit organization that is run by the University of Southern California, Information Science Institute. Because of its nature, it is the only service that can manufacture the custom integrated circuit electronic components using a variety of CMOS technologies and manufactures at the small quantities needed priced listed in the attached price schedule. The North American Industry Classification System (NAICS) code for this acquisition is 611310. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by August 21, 2009, 2:00 p.m. EST. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
